Transport Canada and Fisheries and Oceans Canada will conduct a comprehensive study commencing on February 27, 2007 of the project:
Liquefied Natural Gas (LNG) Transshipment and Storage Terminal.
Newfoundland LNG Limited proposes to construct, operate and eventually decommission a Liquefied Natural Gas (LNG) Transshipment and Storage Terminal at Grassy Point, at the head of Placentia Bay, Newfoundland and Labrador. The development proposal includes a marine terminal (comprised of three (3) berths with service platforms, dolphins, trestle/walkway and piles), a tug basin, eight LNG storage tanks, and supporting infrastructure including an access road, office facilities, security fencing, and utilities such as water and power. The proposed facility will facilitate LNG shipment to markets in the northeastern United States and Canada.
Under section 5 of the Canadian Environmental Assessment Act, an EA is required for this project because Transport Canada may provide federal lands for the purpose of enabling this project to be carried out and may issue an approval under paragraph 5(1)(a) of the Navigable Waters Protection Act and because Fisheries and Oceans Canada may issue a permit or license under subsection 35(2) of the Fisheries Act.
The Canadian Environmental Assessment Agency will act as the Federal Environmental Assessment Coordinator for this environmental assessment.
