NOTICE OF COMMENCEMENT

of an environmental assessment

Counting Fence, Harry's River

Gallants (NL)

June 30, 2005 -- Fisheries and Oceans Canada will conduct a screening commencing on May 20, 2005 of the project: Counting Fence, Harry's River.

A salmon adult counting fence will be installed on Harry's River Main Stem which flows into St. Georges Bay, Newfoundland. The counting fence consist of 45 ten ft. long sections of channel iron each fitted with 45 vertical pieces of 6ft. high by 0.5 inch diameter electrical metallic tubing (EMT). Each section is supported on two tripods or "A-frames" constructed of a 3 inch diameter iron Pipe, two wooden legs and a ballast platform. The fence is 'V' shaped with two steel traps measuring 8 ft. long by 8ft. wide installed at the base of the "V's". One trap is oriented to capture upstream migrating salmon and other fish species and the other trap is oriented to capture downstream migrants. All fish trapped are enumerated and released several times a day. Biological sampling will be done on approximately 100 Atlantic salmon in accordance with appropriate scientific licenses and permits. DFO scoped the project to include all construction and operational activities associated with the installation, operation and removal of a counting fence at the proposed site. The potential for an accidental event in relation to the project activities was also considered within the scope of the project. Should decommissioning or abandonment occur, DFO will work with the other proponent to ensure these activities are conducted in a manner consistent with the protection of fish, fish habitat and navigation.

Under section 5 of the Canadian Environmental Assessment Act, an EA is required for this project because Fisheries and Oceans Canada is the proponent for the project.
