NOTICE OF COMMENCEMENT

of an environmental assessment

TGS-NOPEC - Canada/Greenland 2006 2D Marine Seismic Survey

Labrador Sea (NL)

March 1, 2006 (Update) -- The National Energy Board and the Canada-Newfoundland and Labrador Offshore Petroleum Board will conduct a screening commencing on February 28, 2006 of the project: TGS-NOPEC - Canada/Greenland 2006 2D Marine Seismic Survey.

TGS-NOPEC is seeking authorization to conduct a 2D marine seismic exploration survey program within the Davis Strait and offshore Labrador.

Under section 5 of the Canadian Environmental Assessment Act, an EA is required for this project because the National Energy Board may issue a permit or license under paragraph 5(1)(b) of the Canada Oil and Gas Operations Act and the Canada-Newfoundland and Labrador Offshore Petroleum Board may issue a permit or license under paragraph 138(1)(b) of the Canada-Newfoundland Atlantic Accord Implementation Act.

The National Energy Board will act as the Federal Environmental Assessment Coordinator for this environmental assessment.
