NOTICE OF COMMENCEMENT

of an environmental assessment

Deconstruct Building SH 31B, 12 Wing Shearwater, CFB Halifax, Halifax NS

Shearwater Shoals (NL)

October 3, 2006 -- National Defence will conduct a screening commencing on September 26, 2006 of the project: Deconstruct Building SH 31B, 12 Wing Shearwater, CFB Halifax, Halifax NS.

Work under this contract will involve:a) Deconstruction and disposal of Building SH31B a 444 sq meter single storey steel Butler style building mounted on a concrete slab on grade. The concrete slab for building 31 B will remain in place and will serve as a base for a prefabricated dome shaped structure that will be erected to provide cold storage for equipment and provide shelter for weather sensitive stock piled granular material. b) Removal and disposal of all interior partitions, interior finishes and insulation of Building SH 31A a 464 sq meter single storey steel Butler style building mounted on a concrete slab on grade. The building shell will remain in place to serve as a cold storage structure for equipment and building materials. c) Provision of secure chain link lock up area(s) adjacent to the former building for non-weather sensitive building materials. d) Deconstruction will be done in accordance DND's Sustainable Development Strategy (SDS), and will be based on the principles of responsible solid waste management. As such, the demolition will use the 3R's strategy (reduce, reuse, and recycle) whereby the intent of the deconstruction will be to reuse and / or recycle all building materials wherever possible. A Hazardous Materials (HazMat) survey has been completed for the buildings and the results of the survey will be incorporated into the Screening Assessment to ensure safe removal of all hazardous materials during the demolition process. All materials will be recycled or disposed of at approved handling facilities.

Under section 5 of the Canadian Environmental Assessment Act, an EA is required for this project because National Defence is the proponent for the project.
