NOTICE OF COMMENCEMENT

of an environmental assessment

Brisay Wind Park project

February 10, 2006 -- Natural Resources Canada will conduct a screening commencing on February 10, 2006 of the project: Brisay Wind Park project.

The proponent, Yudinn Energy Inc. (a co-venture between Ventus Energy Inc. and the Chisasibi Cree Nation), is proposing to build (i.e., construct, operate and decommission) a wind power generation facility in Brisay. The project consists of the installation of 150 wind turbines, of 1.5 MW each, with a total capacity of 225 MW. The project includes ancillary components such as access roads, overhead and underground collection system and the intallation of a substation. The scope of the project includes the construction, operation, modification, decommissioning and closure of the proposed wind park and related elements and activities, such as the construction of infrastructure, transport and assembly of the wind turbines, connection to the electricity grid, etc.

Under section 5 of the Canadian Environmental Assessment Act, an EA is required for this project because Natural Resources Canada may provide financial assistance to the proponent for the purpose of enabling the project.

This project is also being assessed by the James Bay and Northern Québec Agreement Regime.

The Canadian Environmental Assessment Agency will act as the Federal Environmental Assessment Coordinator for this environmental assessment.
