CFS Alert Landfill Closure and New Landfill Construction

Alert, Canadian Forces Station (NU)

March 24, 2006 -- National Defence will conduct a screening commencing on February 28, 2006 of the project: CFS Alert Landfill Closure and New Landfill Construction.

The current landfill at CFS Alert has been in operation since at least 1980. The landfill, located approximately 230 m west (upgradient) of Dumbell Bay, was not an engineered facility and has a history of mixed waste disposal. The existing landfill, which measures approximately 100 m x 75 m, is to be closed and a new engineered landfill is to be constructed.
The details for closure of the existing landfill have not yet been determined. Some desktop research on past disposal will be attempted, and the final closure design will be protective of the environment.
The design intent is to build a new landfill with capacity for the next 25 years. The nature and volume of waste generated at CFS Alert, which will determine the size and location of the new landfill, will be confirmed during the spring site visit to the station. Suitable locations for an engineered landfill will also be identified at this time.
Both the existing landfill and the proposed landfill are located within the DND property boundary of CFS Alert. This Environmental Assessment, which will be updated as the project progresses, includes the closure of the existing landfill as well as the construction, operation, and eventual closure of the new engineered landfill.
Project schedule: Research, environmental assessment and design: March 2006 through March 2007. A design concept will be introduced by the end of FY 05/06 for both closure of the existing landfill and the proposed landfill. The site visit in the spring will allow finalization of the details of the design concept, and the actual design will be completed prior to the start of construction in 2007. Construction: July 2007 through Sept 2008. Operational life of landfill: approximately 25 years. The design will include engineered landfill closure.
Project location: CFS Alert, 82o 30' N, longitude 62o 20' W. Station is manned year round. Nearest Inuit community is Grise Fjord 800 km to the southeast.

Under section 5 of the Canadian Environmental Assessment Act, an EA is required for this project because National Defence is the proponent for the project.
