Remediation of PCB and Copper-Contaminated Soil at BAF-3, Brevoort Island

November 9, 2006 (Update) -- National Defence will conduct a screening commencing on November 6, 2006 of the project: Remediation of PCB and Copper-Contaminated Soil at BAF-3, Brevoort Island.

BAF-3 is a North Warning System long-range radar installation, located on the southern end of Brevoort Island, Nunavut. BAF-3 was built in 1987 at the site of a decommissioned military relay station known as Brevoort Relay Station. In 1998 and 2000, Environmental Sciences Group (ESG) conducted contaminant assessment/delineation activities at BAF-3 and further site investigation work was conducted by ESG in 2004 and 2005. The major identified concerns at the site include hydrocarbon contamination at the Beach POL area, copper contamination at the beach and polychlorinated biphenyl (PCB) contamination at the station. The plume of hydrocarbons, at the Beach POL area, is located beneath the tank farm and is presently not retrievable. 1000 m3 of copper-contaminated soil will be remediate during the future site decommissioning. Approximately 769 m3 of CEPA and 1850 m3 Tier II PCB-contaminated soil was delineated at the station area. Remediation of the soils will be conducted using a two-phase approach. The first phase will include excavation and containerization of the PCB-contaminated soil and the second phase will include transportation, treatment and disposal of the soil. Under section 5 of the Canadian Environmental Assessment Act, an EA is required for this project because National Defence is the proponent for the project.
