Indian and Northern Affairs Canada, the Canadian Space Agency and Natural Resources Canada will conduct a screening commencing on December 20, 2006 of the project:
Mars Institute - Research Station, Haughton Crater, Devon Island, Baffin Region, Nunavut.
The project is an international research project that aims to improve our planetary knowledge as well as help in the preparedness of future explorations of space. The area has been used for scientific research since 1997 and would like to continue use for at least another decade. The total area under application is 17 hectares. This consists of 10 km of trails, a core building, several modules and a greenhouse. In the summer season there are personal tents. Plans consist of adding a limited number of new elements (ex. Habitation module). Currently there are no year-long residents, if, in the future, there were it would probably be less than seven people. All structures are light and temporary with no heavy construction anticipated. Access to the camp is via aircraft, on site access is by Humvee rovers, ATV's and snowmobiles. There will be minimal effects on land and water. All non-biodegradable waste will be appropriately removed. Solid waste will be incinerated; non-burnable materials and ashes will be moved to the Resolute landfill.
Under section 5 of the Canadian Environmental Assessment Act, an EA is required for this project because Indian and Northern Affairs Canada may provide federal lands for the purpose of enabling this project to be carried out and may issue a permit or license under section 8 of the Territorial Lands Act; the Canadian Space Agency may provide financial assistance to the proponent for the purpose of enabling the project and Natural Resources Canada may provide financial assistance to the proponent for the purpose of enabling the project.
This project is also being assessed by the Nunavut Land Claim Agreement Regime.
The Canadian Environmental Assessment Agency will act as the Federal Environmental Assessment Coordinator for this environmental assessment.
