NOTICE OF COMMENCEMENT

of an environmental assessment

Baffinland Iron Mines Corporation - Mining Exploration, Steensby Inlet, Baffin, Nunavut

Steensby Inlet (NU)

February 23, 2007 (Update) -- Indian and Northern Affairs Canada will conduct a screening commencing on January 24, 2007 of the project: Baffinland Iron Mines Corporation - Mining Exploration, Steensby Inlet, Baffin, Nunavut.

Baffinland Iron Mines Corporation (BIMC) is proposing to continue their Geotechnical Drilling Program at the Mary River location. The proposed work encompasses on-land and on-ice drilling in addition to geophysical surveys. There will be geotechnical drilling as well as exploration drilling. A temporary camp will be built at Steensby Inlet housing approximately 8-12 persons. Sewage will be collected in holding tanks and be disposed of either by incineration at Mary River or in the Pond Inlet sewage lagoon. There will be a maximum of 110 drums of fuel stored in a lined and bermed containment facility. BIMC is also proposing the installation of a test wind tower to evaluate wind power potential. They would also like to install weather stations at candidate port and hydro-electric sites.

Under section 5 of the Canadian Environmental Assessment Act, an EA is required for this project because Indian and Northern Affairs Canada may provide federal lands for the purpose of enabling this project to be carried out, may issue a permit or license under paragraph 25(1)(a) of the Territorial Land Use Regulations and may issue a permit or license under section 8 of the Territorial Lands Act.

This project is also being assessed by the Nunavut Land Claim Agreement Regime.

The Canadian Environmental Assessment Agency will act as the Federal Environmental Assessment Coordinator for this environmental assessment.
