NOTICE OF COMMENCEMENT

of an environmental assessment

Stornoway Diamond Corporation - Mining (Exploration) and Campsite, Melville Peninsula Area, Kitikmeot, Nunavut

February 28, 2007 -- Indian and Northern Affairs Canada will conduct a screening commencing on February 27, 2007 of the project: Stornoway Diamond Corporation - Mining (Exploration) and Campsite, Melville Peninsula Area, Kitikmeot, Nunavut.

Stornoway Diamond Corporation is proposing to do exploration in the Melville Peninsula Area of the Kitikmeot. This exploration work consists of geological mapping, rock and till sampling, minor surface rock blasting, ground geophysical surveys, prospecting, and both on ice and land based drilling. If required, small amounts of explosives may be used to fracture bedrock. Any area affected by explosives will be re-contoured. Helicopter portable mechanical trenching devices may also be utilized. All drill sites will be restored as closely as possible to prior conditions. Cutting additives, if used, will be biodegradable. There is currently a camp set-up to hold a maximum of 40 people. The exploration season typically runs from May to October. Field activities will be supported by camp-based helicopter and by fixed-wing aircraft from Igloolik. All combustible refuse will be burned daily in a burn barrel while non-combustible refuse will be backhauled to Igloolik. Greywater will be contained in a sump. Human waste will be collected using a bucket and bag system and will be backhauled to Igloolik.

Under section 5 of the Canadian Environmental Assessment Act, an EA is required for this project because Indian and Northern Affairs Canada may provide federal lands for the purpose of enabling this project to be carried out and may issue a permit or license under paragraph 25(1)(a) of the Territorial Land Use Regulations.

This project is also being assessed by the Nunavut Land Claim Agreement Regime.

The Canadian Environmental Assessment Agency will act as the Federal Environmental Assessment Coordinator for this environmental assessment.
