Modular, Containerized Anaerobic Digester (AD) Combined Heat and Power System 3

NOTICE OF COMMENCEMENT

of an environmental assessment

Modular, Containerized Anaerobic Digester (AD) Combined Heat and Power System 3

United Counties of Prescott and Russell (ON)

March 14, 2007 -- Natural Resources Canada will conduct a screening commencing on March 14, 2007 of the project: Modular, Containerized Anaerobic Digester (AD) Combined Heat and Power System 3.

Natural Resources Canada proposes to support a project that involves the development, construction, operation and eventual decommissioning of a closed-loop controller and algorithms, including a containerized hardware combined heat and power (CHP) generation "system package". Small scale anaerobic digester (AD) power generation technology is one of the most promising options in renewable energy with a large potential market (particularly in the agricultural sector) in the Province of Ontario and elsewhere in the country. The system package will monitor and coordinate the biological processes (including agricultural waste and any co-substrate management) within an AD to ensure optimum biogas production. The system results in efficient and low-cost electrical and thermal energy with a number of environmental benefits. The package will be demonstrated at Alfred Campus Dairy Farm in Alfred, Ontario in the United Counties of Prescott and Russell. The objective of the project is to develop the system and once installed, monitor it for economic, functional and environmental performance. Although the AD is not being funded as part of the project, the environmental assessment will investigate the effects of the system package on AD performance. The hope is to eventually commercialize the technology at other sites in Ontario and then expand sales to other jurisdictions to maximize economic and environmental benefits.

Under section 5 of the Canadian Environmental Assessment Act, an EA is required for this project because Natural Resources Canada may provide financial assistance to the proponent for the purpose of enabling the project.
