NOTICE OF COMMENCEMENT

of an environmental assessment

Ur-Energy Incorporated - Campsite, Nowleye River, Kivalliq, NU

Nowleye River (NU)

April 3, 2007 -- Indian and Northern Affairs Canada will conduct a screening commencing on April 3, 2007 of the project: Ur-Energy Incorporated - Campsite, Nowleye River, Kivalliq, NU.

Ur-Energy Inc proposes to have a temporary 6-tent, 2 hectare campsite. This site was formerly used by Cominco Exploration. The fuel cache will be to the west of the camp, 150 m from the Nowleye River. Greywater will be channelled to a settling sump. Camp sewage will be collected in a pit. All combustible garbage will be incinerated daily. At the end of use, all materials will be removed from the campsite. All sumps will be backfilled and re-contoured to match surrounding land. All scraps will be removed to an approved waste disposal facility.

Under section 5 of the Canadian Environmental Assessment Act, an EA is required for this project because Indian and Northern Affairs Canada may provide federal lands for the purpose of enabling this project to be carried out, may issue a permit or license under paragraph 27(a) of the Territorial Land Use Regulations and may issue a permit or license under section 8 of the Territorial Lands Act.

This project is also being assessed by the Nunavut Land Claim Agreement Regime.

The Canadian Environmental Assessment Agency will act as the Federal Environmental Assessment Coordinator for this environmental assessment.
