NOTICE OF COMMENCEMENT

of an environmental assessment

Department of Indian Affairs and Northern Development - Contaminated Sites - Site remediation, Ida Bay and Roberts Bay mine sites, Kitikmeot, NU

Ida Bay (NU)

April 4, 2007 -- Indian and Northern Affairs Canada will conduct a screening commencing on February 6, 2007 of the project: Department of Indian Affairs and Northern Development - Contaminated Sites - Site remediation, Ida Bay and Roberts Bay mine sites, Kitikmeot, NU.

Indian and Northern Affairs Canada (INAC) plans to carry out the remediation of the Roberts Bay and Ida Bay Abandoned Mine Sites, Nunavut. The operations include: mobilization/demobilization of equipment, materials/wastes and personnel; enhancement of site access routes; installation of a temporary dock; camp set-up operation; hazardous material removal, handling and transportation; temporary storage on site for hazardous materials, equipment and fuels; building and structure demolition; debris consolidation and disposal; excavation and relocation or removal of contaminated soil; capping waste rock and tailings; quarrying of gravel and overburden materials; landfill construction; and site grading. The temporary camp will support a maximum of 25 people. All non-hazardous combustible waste will be incinerated on-site; non-combustible solid waste will be disposed of in the landfill. A temporary lagoon will be built for sewage.

Under section 5 of the Canadian Environmental Assessment Act, an EA is required for this project because Indian and Northern Affairs Canada may provide federal lands for the purpose of enabling this project to be carried out, may issue a permit or license under paragraph 25(1)(a) of the Territorial Land Use Regulations and may issue a permit or license under section 8 of the Territorial Lands Act.

This project is also being assessed by the Nunavut Land Claim Agreement Regime.

The Canadian Environmental Assessment Agency will act as the Federal Environmental Assessment Coordinator for this environmental assessment.
