Construction of an LNG terminal in Saguenay: Grande-Anse Project

November 21, 2006 (Update) -- The Saguenay Port Authority will conduct a comprehensive study commencing on November 21, 2006 of the project: Construction of an LNG terminal in Saguenay: Grande-Anse Project.

Saguenay Port Authority ( SPA ) and Énergie Grande-Anse inc. plan to develop and build an import terminal for liquefied natural gas (LNG) in the Port of Grande-Anse, in Saguenay. The LNG terminal will include, among others, a deep water wharf with pier and mooring posts, for the unloading of LNG carriers with a capacity of up to 200 000 cubic meters (cu.m.). This wharf, pier and moorings will be built and operated by the Saguenay Port Authority. Subject to detailed technical studies, the terminal should also include:  Equipments for the unloading of the LNG;  Cryogenic piping and accessories for the transportation of the LNG to storage tanks;  Three storage tanks each having a capacity about 160 000 cu.m. of LNG, for a total of 480 000 cu.m.;  A regasification facility including pumps, atomizers, separators, a natural gas composition adjustment unit, and all the related equipment necessary for the transformation and the expedition of about 1 billion cubic feet of natural gas per day;  Service buildings, access roads and parking lots, waterworks, sewage, and electricity. And The terminal may also include a cogeneration facility with a capacity of 200 MW or more. Project scope The scope of the project includes the construction, the operation, the maintenance and the predictable modifications as well as, when relevant, the abandonment, decommissioning, or other undertakings in relation to the terminal, and more specifically the following works and the activities:  The transportation of the LNG up to Grande-Anse through the Saguenay River, approximately 110 times a year, by LNG carriers with an approximate capacity of 160 000 cubic meters and more;  The construction, the operation and the maintenance of a wharf, moorings and a pier;  The installation, the operation and the maintenance of reception, discharging and transportation equipment with cryogenic piping, to transfer the LNG to storage tanks;  The construction, in the mountain side, of the terminal's facilities and access roads;  The construction and the operation of three storage tanks and a regasification facility;  All the undertakings and related activities including all the temporary installations required for the construction of the terminal, namely: o Temporary and permanent access roads; o Electrical and temporary or permanent infrastructure required to operate the terminal; o Water supply and waste water treatment; o The use of explosives, of petroleum products and dangerous materials, their handling and their storage. and, maybe, the construction and operation of a cogeneration facility with a capacity of 200 MW or more.

Under section 9 of the Canadian Environmental Assessment Act, an EA is required for this project because the Saguenay Port Authority may provide federal lands for the purpose of enabling this project to be carried out.

This project is also being assessed by the Government of Québec.

The Canadian Environmental Assessment Agency will act as the Federal Environmental Assessment Coordinator for this environmental assessment.
