NOTICE OF DECISION
to Continue as a Comprehensive Study
Upgrading of the Mitchell Well Supply

OTTAWA – December 8, 2005 – The Honourable Stéphane Dion, Minister of the Environment and Minister responsible for the Canadian Environmental Assessment Agency, has determined that a comprehensive study is the most appropriate level of environmental assessment for the proposed upgrading of the Mitchell Well System Project, in Mitchell, Ontario.
The Minister based his decision on the report and recommendation submitted by the responsible authority, Industry Canada. The report contains information on the scope of the project, the factors to be considered by the environmental assessment, public comments submitted to authorities, the potential of the project to cause adverse environmental effects and the ability of the comprehensive study to address issues relating to the project. Industry Canada will now continue the comprehensive study and submit its final report to the Minister of the Environment. At that time, the public will have an opportunity to comment on the findings and recommendations of the report before the Minister renders his final decision.
The Municipality of West Perth is proposing to upgrade the Mitchell Well System, located in the former Town of Mitchell. The purpose of the project is to address capacity issues within the community for a 22-year planning period and bring the water supply system into compliance with the Ontario Drinking Water Systems Regulation. The project is proposed under the Canada-Ontario Infrastructure Program.
