Comprehensive Study Report
Halifax Lateral Pipeline Project

March 12, 1999 - Maritimes & Northeast Pipeline Management Ltd. (M&NP) proposes to construct a lateral pipeline to transport natural gas from a tie-in on M&NP's 762 mm outside diameter (NPS 30) main transmission pipeline, to the Tufts Cove generating facility in the Halifax Regional Municipality. The Halifax Lateral will join the mainline approximately 14 km southwest of Stellarton, Pictou County, NS, and extend approximately 124 km. The Halifax Lateral will be a 323.9 mm O.D. (NPS 12) underground pipeline made of high-strength coated steel.

Under the Canadian Environmental Assessment Act (the Act), the National Energy Board (NEB) and Fisheries and Oceans Canada (F&O), as responsible authorities for the project, have ensured the conduct of a comprehensive study of the proposal, and have submitted a copy of the comprehensive study report to the Canadian Environmental Assessment Agency (the Agency).

Pursuant to subsection 22(1) of the Act, the Agency now invites public comment on the conclusions, recommendations and any other aspect of the comprehensive study report. All comments received by the Agency will become part of the public registry for the project.

Interested persons have until April 12, 1999 to address their remarks in the official language of their choice to the Agency project officer:
