Comprehensive Study Report

Halifax Lateral Pipeline Project

The Canadian Environmental Assessment Agency (the Agency) invites the public to comment on the conclusions, recommendations and any other aspect of an environmental assessment report prepared for the Halifax Lateral Pipeline Project.

In March 1999, the National Energy Board (NEB) and the Department of Fisheries and Oceans (DFO), the federal departments responsible for the environmental assessment, ensured the preparation of the environmental assessment report as a Comprehensive Study (CSR) under the Canadian Environmental Assessment Act (the Act). In accordance with the Act, the report was submitted to the Minister of the Environment and to the Agency, which then conducted a public consultation on the CSR and supporting documents.

Further information provided in April 1999 led the NEB and DFO to conclude that the original CSR may not be complete. As a result, NEB and DFO have ensured the preparation of an additional CSR, which contains information missing from the original.

In accordance with the Act, this report, along with the original CSR package, has been submitted to the Minister of the Environment and to the Agency, which will now receive public comment.

Maritimes & Northeast Pipeline Management Ltd. (M&NP) proposes to construct and operate a lateral pipeline to transport natural gas from M&NP's main transmission pipeline, near Stellarton, Nova Scotia, to the Tufts Cove generating facility in Halifax. The lateral pipeline would run a distance of approximately 124 kilometres and would bring natural gas to Halifax.

The Public comment period begins on August 13. Interested persons have until September 11 to address their remarks in the official language of their choice to the Agency project officer:
