The Department of Health and Community Services, Human Resources Division, offers a number of financial incentives to health professionals in training. 

The following programs are available to physicians in training:

This program provides financial support to:

 
Fourth year medical students who have been matched to a Family Medicine program through CaRMS
First and second year Family Medicine Residents who are interested in committing to practice in an area of need.
 

The recipient will be required to:

 
Sign an Agreement with the Minister of Health and Community Services stating that they agree to practice in an area of need within the province.
Commit to one (1) year of return-in-service for each year the incentive is received.
 
The recipient can return service in either a fee-for-service or salaried position. All physicians will be required to have privileges with a Regional Health Care Board.

The Department of Health and Community Services has made funds available to assist physicians in residency training for specialties other than family practice.
Financial assistance is available to eligible physicians in their final two (2) to three (3) years of residency training. A maximum bursary of two (2) years is available. Recipients must set up practice for one (1) year for each year of funding provided. The location of the practice and the type of specialty training will be considered when the recipients are chosen to receive the bursary. Specialties which are listed in the Provincial Physician Resources Plan will receive priority when the bursaries are awarded.


Funding is available for physicians to undertake training in specialty and sub-specialty programs that are not offered by Memorial University.
A recipient’s salary will be paid at the pay scale of the University offering the fellowship position. In return for this funding, it is required that the recipient return service to the province within a Regional Health Care Board for each year funding is received.
Candidates must first seek to obtain regular funded positions in the out-of-province programs and possess qualifications at least equivalent to that expected for the funded positions.


 
Financial assistance is available to eligible residents who are in their third (3rd) or fourth (4th) year of Psychiatric residency training. However, provisions can be made to receive funding for additional years depending on special circumstances and the availability of funds. A return-in-service of one (1) year for each year of funding is required.

The Department of Health and Community Services provides funding for 18 seats at Dalhousie University in Halifax, NS, to ensure access to the Occupational Therapy (8 seats) and Physiotherapy (10 seats) programs by Newfoundland & Labrador students.

Bursaries are available to Newfoundland and Labrador Occupational Therapy or Physiotherapy students at Dalhousie University. Bursaries maybe available to students at universities other than Dalhousie University in Physiotherapy, Occupational Therapy, Pharmacy, Speech Language Pathology, and Audiology.
Students accepting a bursary must return service with one of the Regional Health Care Boards.

This program offers payments of up to $1,500 to 4th year Bachelor of Nursing students for travel and accommodations to carry out their clinical practicum in rural communities. Continuation of this program will be dependant upon the results of an evaluation of the program at the end of the pilot project.

Bursaries of up to $5000.00 are offered to Nurses enrolled in the Nurse Practitioner training program at the Centre for Nursing Studies. Students accepting a bursary must return one (1) year of service in the Province as a Nurse Practitioner.

Once an offer of employment is received, a foreign worker must apply to Citizenship and Immigration Canada for an Employment Authorization. Application process can be found at www.cic.gc.ca. The Human Resources Division of the Department of Health and Community Services will be asked to give an opinion to Human Resources Development Canada as a part of the Employment Authorization Validation Process.




Physicians who are Canadian citizens or permanent residents of Canada, and who wish to pursue post-graduate education in the United States, must obtain a Statement of Need from Health Canada in order to acquire an American educational visa (J-1 Visa) from the United States government. Health Canada issues these Statements of Need based on the recommendations of the Province concerned.

Applicants who are seeking category "A" and "C" support from the Province of Newfoundland and Labrador, must apply to the Department of Health and Community Services for J-1 Visa Sponsorship. The Department of Health and Community Services provides its recommendations to Health Canada in accordance with the Provincial Physician Resources Plan.
