Proposals to Amend Legislation for the Use of Snowmobiles, ATVs and Dirt Bikes
On May 17, 2005, Government announced a number of changes to legislative provisions around the safe and responsible use of All-Terrain Vehicles (ATVs). During the process of reviewing the ATV regulations, a number of additional issues were raised which require further review.

These include: whether similar changes should be made to regulations governing snowmobiles (e.g. operator age); whether public liability insurance should be mandatory for ATVs and/or snowmobiles; whether operator training should be required for snowmobiles and ATVs; whether helmets should be made mandatory for snowmobile operators; and, to what extent should similar changes be made to the rules for motorized trail bikes.

Responses submitted by August 31, 2005 will be included in the consideration of policy alternatives. This will allow time for the finalization of recommendations to government on any legislative changes for the Fall.
Buildings Accessibility Act and Regulations
The Building Accessibility Advisory Board (BAAB) advises the Minister on the application of the Building Accessibility Act and Regulations, and specifically in this instance to undertake a review of the legislation. A review of the legislation is necessary every few years to ensure it reflects the needs of the disabled community.

Automobile Insurance Reform
The Department of Government Services addressed several issues (PDF: 131) related to automobile insurance reform which are in addition to the Terms of Reference of the review conducted by the Public Utilities Board.
Proposals for Changes to the Accounting Legislation
After consultation with stakeholders, the Department of Government Services and Lands has decided to amend the relevant legislation to provide licensed accountants the opportunity to practice as Limited Liability Partnerships or in corporate form.
Those who participated in the consultation were notified of this decision through a letter from the former Minister of Government Services and Lands, Walter Noel. The general public were notified of this decision by the Minister of Government Services and Lands, George Sweeney, through a press release on April 22, 2003.

Automobile Insurance Reform
After an extensive review of the Report of the Select Committee on Property and Casualty Insurance, the Department of Government Services and Lands had requested feedback on developed proposals for Automobile Insurance Reform.

Report to Government on the Homeowners, Commercial and Marine Insurance Review
In October 2004 the Government of Newfoundland and Labrador directed the Board of Commissioners of Public Utilities to undertake a review of and report on certain issues as set out in a Terms of Reference with respect to Automobile, Homeowners, Commercial and Marine Insurance. This report (PDF: 2,689) contains the outcome of the public review, research, analysis and related discussions carried out by the Board into homeowners, commercial and marine insurance issues. This review was carried out in cooperation with the industry and numerous other interested groups and organizations who contributed to the work of the Board.
Automobile Insurance Review
Government directed the Public Utilities Board to review, consult and report on a number of issues affecting automobile insurance. This is the Board's report out of that process (PDF: 2,343).

Annual Accountability Report: Consumer Protection Fund for Prepaid Funeral Services, 2001-2002
The Consumer Protection Fund for Prepaid Funeral Services (the Assurance Fund) was established pursuant to section 5 of the Prepaid Funeral Services Act. The purpose of the Assurance Fund is to pay claims arising out of a prepaid funeral contract against a funeral home licensed under the Act.

The purpose of this report is to detail the activities of the Assurance Fund, thereby contributing to government's efforts to implement effective and up-to-date accountability measures throughout the public sector.
