Neck Restraints

The National Study on Neck Restraints in Policing in Canada provides a multi disciplinary report evaluating the police use of neck restraint, with specific attention to vascular neck restraint. The report began with extensive expert medical review of the body of medical evidence and case law surrounding application of neck restraint. The neck restraint was evaluated with focus directed to the various types of neck restraints, the risk of injury from application of the restraint, medical implications and any collateral issues pertaining to case law and training. Recommendations for future evaluations were also generated to provide a framework around which police administrators can make informed decisions regarding the use of neck restraints.

Satellite Detection of Cannabis sativa Outdoor Grow Operations

The main objective of this project was to generate a retrospective assessment to highlight the utility of remote sensing (i.e. spectrometry and airborne/satellite imagery) to locate illegal grow-operations of Cannabis sativa.

The Results from a Canadian National Field Trial Comparing 1,8-Diazafluoren-9-one (DFO) with Ninhydrin and the Sequence DFO Followed by Ninhydrin.

This paper describes the Canadian National Field Trials comparing 1,8-diazafluoren-9-one (DFO), ninhydrin and the sequence DFO followed by ninhydrin. The solutions were used to process casework exhibits in three RCMP and one OPP Forensic Identification Sections located across the country. The sequence DFO followed by ninhydrin recovered the highest number of latent fingermarks.

Developmental rate of Protophormia Terraenovae (r-d) raised under constant and fluctuating temperatures for use in determining time since death in natural outdoor conditions, in the early postmortem interval.

This is the first of several small experiments to study the effects of different temperatures on the development of Protophormia terraenovae, a species of blow fly. The objective of this study was to determine if Protophormia terraenovae developmental rates differ when they are raised under constant versus fluctuating temperatures. These data can now be used in death investigations in this region of British Columbia.

Warning shot target ballistic test evaluation

This program for the CPRC was to provide assistance to Correctional Services in the evaluation of alternate warning shot targets. The objectives of the program were three folds: 1) conducting literature research of alternative targets, 2) fabrication of sample targets as per specifications provided by the CPRC, and 3) set up and ballistic test the various targets.

Effects of Amitriptyline and Nortriptyline on Time of Death Estimations in the Later Postmortem Interval Using Insect Development

A look at a few of the limitations of forensic entomology explained the motivation for this project. The method validation is covered in a separate report, "Method Validation for Amitriptyline and Nortriptyline in Artificial Foodstuff." This report will present the methods and results of the rearing experiments conducted with insects of the species Sarcophaga bullata (Diptera: Sarcophagidae).

Method Validation for Amitriptyline and Nortriptyline in Artificial Foodstuff

The motivation for this project stems from the examination of the entomotoxicological limitations of the field of forensic entomology. Chapter 2 will present the procedures used to validate the use of GC-NPD for quantitation of amitriptyline and nortriptyline, while Chapter 3 will present the procedures used to extract and quantitate the levels of amitriptyline and nortriptyline in the non-live animal model, or insect rearing media. Finally, recommendations for future entomotoxicological research are presented in the chapter 4.

DNA Sampling From the Triggers and Handgrips of Discharged Firearms

Minute quantities of DNA can now be analyzed using PCR-based DNA technology. Since many criminal acts employ the use of firearms, methods for obtaining DNA-based identifications from firearms need to be developed. In the past, DNA has been successfully obtained from skin cells deposited on handled objects that have simply been touched by an individual. We describe here an approach to maximize the recovery of DNA from handled firearms in order to generate a profile of the handler.

Winter Tire Testing

Driving rear-wheel drive vehicles in winter conditions is an often unavoidable and sometimes hazardous requirement for those in law enforcement, and proper winter tire selection is an important tool to improve vehicle handling performance. In February 2004, United States and Canadian agencies participated in winter field tests at the Royal Canadian Mounted Police (RCMP) Depot to evaluate pursuit-rated winter tires recommended for use on the Ford Crown Victoria Police Interceptor.

Computer Assisted 2D and 3D Comparison of Bite Mark Evidence and Tooth Exemplars

Research was completed  to evaluate the application of recent developments in personal computer graphics for the preservation and analysis of human bite marks and specifically, to develop protocols to share and electronically transmit data among other workers. This multi- phase project studied a series of bite marks and recorded them digitally , developed conventional two-dimensional overlays of dental casts, generated and compared three-dimensional digital models, and investigated transmitting digital images to co-workers for evaluation. Successful 2-D overlays were produced with off-the-shelf graphics software and transmitted via conventional modem to other workers. Production of three-dimensional digital models proved more of a challeng e and was deemed to be impractical with currently available off-the-shelf software.

Incidence of Human Bite Marks in a Selected Adult Population

Prior to this study, no information existed to assist police investigations or support the testimony of odontologists concerning the incidence, frequency, or severity of this form of physical evidence. Dr. Sweet studied the incidence and severity of bite mark injuries to victims of violent c rimes with the following results: 1. bite mark injuries occurred in 1 6% of domestic violence situations; 2 . the vast majority of victims are women (93%) with the highest 3 . incidence in the 20-40 year age group; injuries to the head and neck were the most frequent (42% contusions being the most common (47%).

Multicultural Communication Awareness for Police

A research study on improved communication between police officers and selected cultural groups was conducted. Specifically, cultural "taboo's" taken from a comprehensive literature review were presented to preselected cultural groups and participating embassy official(s) for confirmation. Results of these meetings indicated that there were indeed cultural differences worth noting, and some stereotypical images to be dispelled. Furthermore, twenty-five 'recommendations concerning the improvement of community/police rapport were elicited from those involved in the study. Although a number of these suggestions have been, or are currently being attempted, a number of these original ideas should be considered for possible implementation. Limitations on the timely completion of the study, including group arrangement and lack of pertinent information regarding the primary objective are listed. Additional research strategies, North American behavioural norms, as well as findings of interest and key recommendations are provided.
