Capital Replacement Planning Manual for Co-Operative and Non-Profit Housing Providers

Capital replacement planning means taking a long term view of the physical and financial needs of your property. A Capital Replacement Plan looks at major repairs and replacements over a number of years and allows you to plan, budget or pay for large replacements without large rent increases or emergency funding.

Co-operative and non-profit housing corporations need the reserves to be there to pay for major replacements and repairs as their buildings age. This manual provides you with a step-by-step plan and tools to be ready for long-term replacements.

The manual will be useful to all housing providers who are undertaking capital replacement planning. It can be used as a stand alone document, by non-profit and co-operative sponsors, or in conjunction with CMHC’s Capital Replacement Planning Software as an effective tool for planning and budgeting for capital replacement projects associated with their housing portfolios.

The manual shows you how to create and use a capital replacement plan so that:

  • sufficient funds are available when they are needed
  • replacements are made at the right time and are affordable and
  • rents remain stable.

A Collaborative Project

The manual was produced by the Canadian Housing and Renewal Association (CHRA) in collaboration with the Co-operative Housing Federation of Canada (CHFC) and the Ontario Non-Profit Housing Association (ONPHA). The project was funded and additional input was provided by Canada Mortgage and Housing Corporation.

CMHC’s Capital Replacement Planning Software (CRPS)

CRPS is an interactive software program specifically designed to use when preparing or reviewing plans for long term replacement of capital assets. It will make capital replacement planning faster, easier and more systematic. With CRPS you can enter and edit data, calculate annual reserve requirements, run "what-if" scenarios and print professional quality reports; all in a user-friendly Windows environment.

Installing the new version of the CRP software Window XP

If you have the previous version of the CRP software Windows XP on your PC, remove it from your PC before installing the new XP 1.5 CRP software. Follow these steps to remove the previous version:

  1. Click on Start
  2. Select Control Panel
  3. Open the Add or Remove Programs
  4. Select Capital Replacement Planning
  5. Click on Change or Remove Programs
  6. In the Capital Replacement Planning Setup window, select Remove
  7. Click on Next
  8. If you are asked to delete shared files, put a checkmark in the Don't display this message again; click on No
  9. Click on Finish

You can now proceed with the installation of the new XP 1.5 version of the CRP software. Time required to download the software is approximatively 5 minutes using High Speed Internet or approximatively 5 hours to download the product over dial up.
