8 January 2007

  • The annual CRTC Data collection for the period ended 31 December 2006 will begin on 15 January 2007.
  • For Group 1 entities, data should be submitted using the web-based DCS by following the Secure DCS log-on link. Once again, the data forms will be available as soon as your Registration Form has been completed and submitted. The registration form is due by 29 January 2007 and the data forms are due by 31 March 2007.
  • For Group 2 entities, a pre-populated paper-based Registration Form will be mailed and should be completed and returned to the CRTC by 28 February 2007.

What’s New

A number of changes have been made to the DCS forms to simplify reporting requirements or to capture new information as the telecommunications industry continues to evolve. Below is a list of the changes, by form:

Form 101 – Income Statement

  • In the Revenue section, non-telecommunications revenues have been disaggegrated into two line items: (1) BDU services revenues and (2) other non-telecommunications service revenues. Internet services provided by BDU companies are considered to be telecommunications revenues and are to be reported as such on line 8 of the form.
  • In the EBITDA section, Depreciation and Amortization expenses are to be recorded separately to better isolate the impact of depreciation on fixed assets.

Form 106 – Intercarrier expenses

  • The Wireless Operation section of this form includes new lines for Roaming Expenses and Mobile Interconnect, previously captured under Other.

Form 212 – Local and Access – owned, leased and rebilled NAS

  • In an effort to streamline reporting requirements we have reduced the choices for access technology from four (wireline, fixed wireless, satellite and other) to two (access dependent and access independent).

Form 213 – Total NAS and NAS-equivalent by wire centre

  • Now captures NAS-equivalent quantities to account for access-independent local VoIP services.

Form 215 – NAS-equivalent supplemental

  • Form title has changed from Access Independent Telephone Service to NAS-Equivalent Supplemental.
  • Data previously collected at the exchange level is now only required at the national level.
  • The reporting requirement for LD minutes has been eliminated.

Form 255 – Residential Internet Access High-Speed Plans

  • This form is used to gather data related to Internet access plans.

Forms 271 – 278 – Mobile and Paging Forms

  • Form 271 has been modified to eliminate separate reporting of residential and business mobile and paging details. As such, mobile and paging revenues and subscribers are to be reported as Retail and Wholesale.
  • Form 273 has been expanded to capture mobile minutes.

Forms 901 – 902 – Ownership and Control Reporting now collected by DCS

  • The annual ownership and control filling is due within 90 days of an entity’s annual general meeting on the issuance of its annual financial statements, whichever is the earlier.
