2005-3 2005-01-31

Direct toll and network access costing methodology for small incumbent local exchange carriers – Follow-up to Decision 2001-756. The Commission replaces each of the small incumbent local exchange carriers' (ILECs') direct toll rates, which were based on Phase III costs, with a direct connection (DC) rate, an equal access (EA) charge, and trunking tariffs for the facilities used to interconnect an interexchange carrier's point of interconnection with a small ILEC's switch. This Decision will move the small ILECs' rates closer to market-based interconnection rates based on forward-looking Phase II-like costs, and away from interconnection rates based on embedded Phase III costs. This change applies to all small ILECs, except for O.N.Telcom, NorthernTel and Cochrane. For O.N.Telcom, NorthernTel, and Cochrane, the Commission approves on a final basis the DC and EA rates that were set in Decision CRTC 2001-583, 13 September 2001, but later made interim in Decision CRTC 2001-756, 14 December 2001. 2005-6 2005-02-03 The Commission renders its determinations in the proceeding initiated by Competitor Digital Network Access service proceeding, Telecom Public Notice CRTC 2002-4, 9 August 2002. The Commission determines that the incumbent local exchange carriers (ILECs) shall provide to competitors the following services and facilities as part of Competitor Digital Network (CDN) services: DNA access and links, DNA intra-exchange, central office (CO) channelization, non-forborne metropolitan IX, copper and optical co-location links and other CO connecting links. The Commission also classifies each of the CDN services as either a Category I Competitive Service or Category II Competitor Service, and establishes the appropriate pricing treatment for each service. Finally, the Commission sets the rates, terms and conditions applicable to CDN services, as well as the appropriate compensation to be provided to the ILECs for their provision of CDN services to competitors. 2005-7 2005-02-21 CRTC Interconnection Steering Committee - Consensus items. The Commission approves several consensus reports. The Commission directs Canadian telecommunications service providers to activate NPA 710 and to route such calls as a non-geographic toll-free service. Reference: 8621-C12-01/00.
2005-8 2005-02-28 The Commission denies Vidéotron Télécom ltée's application. The Commission finds that Bell Canada provided support structure and maintenance services to BCE Nexxia Inc. (Bell Nexxia) consistent with approved tariffs and did not give an undue preference to Bell Nexxia, contrary to subsection 27(2) of the Telecommunications Act . The Commission also finds that neither Bell Nexxia, nor  Bell   Canada was required to satisfy an imputation test with regard to the provision of services to the Commission scolaire des Patriotes. 2005-10 2005-03-04 The Commission denies a Part VI application by Doncaster Consulting Inc. that challenged the appropriateness of Bell Canada's requirement that it provide a deposit in order for Bell Canada to provide service pursuant to Bell Canada's General Tariff items 5410 and 5420.
2005-11 2005-03-07 The Commission varies Annual price cap filings deferral account – related issues, Telecom Decision CRTC 2004-42, 22 June 2004, in order to provide equitable regulatory treatment to Aliant Telecom Inc., and directs the company to recalculate the amount of money that it must transfer into the deferral account for the reduction of the contribution revenue-percent charge. More specifically, the company may exclude from the 2001 capped service revenue base the capped service revenues of the former Maritime Tel & Tel Limited, since these revenues did not reflect the impact of the initial 4.5 percent contribution revenue-percent charge. 2005-17 2005-03-24 The Commission finalizes the retail quality of service (Q of S) rate adjustment plan for the large incumbent local exchange carriers. Customer credits payable under the rate adjustment plan must be implemented by 30 June of each year to customers of record as of 31 May. No changes are made to the 13 Q of S indicators used in the interim Q of S rate adjustment plan and the Total Maximum Adjustment Value continues to be set at 5% of local service revenues. The standard adjustment table used to calculate the rate adjustment for each Q of S indicator is simplified. In addition, a requirement for a rate adjustment is added in the event that a Q of S indicator is missed for 5 or more months in a year, but is above the average minimum required performance level for the year. The Commission also extends the obligations currently imposed on local exchange carriers regarding the multi-dwelling unit (MDU) access condition and the disclosure of the MDU access agreements to include Coalition members that provide services to end-users in MDUs, whether they provide services directly, or indirectly as a wholesaler. The Commission denies the Coalition's request to impose specific limitations on building owners with respect to the negotiations of certain fees and its request to extend the access guidelines retroactively to 30 June 2003. 2005-63 2005-10-21 Issues with respect to the provision of optical fibre. The Commission directs TELUS Communications Inc. to file, within 60 days of this Decision, a general tariff for the provision of interexchange optical fibre in its operating territory. The Commission also directs that if Aliant Telecom Inc., MTS Allstream Inc. or Saskatchewan Telecommunications decide to provide optical fibre, proposed general tariff rates must be filed for approval at the same time as the customer specific tariff. Finally, the Commission finds that it would not be appropriate to confirm its preliminary view expressed in Xit Télécom v. TELUS Québec - Provision of fibre optic private networks , Telecom Decision CRTC 2003-58, 22 August 2003, to forbear from regulating the provision of optical fibre on interexchange private line routes that have been forborne.
