99-1016 - Bell Canada - Forbearance from Regulation of Single Line Inside Wiring Services. File No.: 8640-B2-01/98. Bell Canada requested forbearance from the regulation of inside wiring activities associated with single line inside wiring on the customer's side of the demarcation point for residence and business subscribers with jacks. In this Order, the Commission has conditionally forborne from the regulation of inside wiring activities. The Commission will continue to use its powers to ensure that competitors have access to customer inside wiring and to ensure the confidentiality of customer information. Bell Canada is required to provide free diagnostic services to customers who do not have the ability to determine the location of inside wiring troubles.

99-1127 - Microcell's tariff application to provide local services. TN 1. The Commission denies a tariff application by wireless service provider Microcell Connexions Inc. (Microcell) because it fails to comply with existing local competition rules. On 1 May 1997, the CRTC released a decision to open the door to local competition that is technology-neutral. Telecom Decision CRTC 97-8 determined that wireless competitive local exchange carriers (CLECs) would be subject to the same terms and conditions as wireline CLECs. However, in its attempt to qualify as a CLEC, Microcell filed a tariff that is significantly different from the tariffs of the incumbent local exchange carriers (ILECs) and CLECs. This order notes specific areas of concern in the tariff application that Microcell may wish to address if it chooses to file a subsequent tariff. For instance, the Commission wants to know how local contribution charges payable will be determined when wireless customers are roaming and making calls from outside their home calling area. This order also specifies that Microcell will be prohibited from selling wholesale local services to an affiliate, unless that affiliate provides end-users with a choice of long distance service providers. The Commission continues to support the notion of wireless local service providers becoming CLECs, but finds that Microcell's tariff application is inconsistent with the interconnection framework that underpins local competition in Canada.

99-1229 - Denial of Call-Net request for new network access rates. File No.: 8662-C25-02/99. The CRTC denies an application from Call-Net Communications Inc. to overturn its decision to charge interexchange carriers (IXCs) for network access services at rates different from those charged to retail customers. The Commission disagrees that there are grounds to review and vary 99-340 that was released on 12 April 99. Call-Net contends that since alternative long distance carriers are themselves customers of the incumbent telephone companies, they should not be required to pay more than retail customers. The Commission believes that IXCs have a substantially different relationship with the telephone companies compared with retail customers. Furthermore, IXCs' rates could be different for services identical to those purchased by end-users. This is not unusual, given that business rates are higher than residential rates for essentially the same services.

99-1233 - Bell Canada withdrawal from Partial System Offering and introduction of an option to purchase leased plant. File Nos.: Tariff Notice 5928 and 96-2184. The CRTC approves the withdrawal and destandardization of the Partial System Offering (PSO), a service whereby Bell Canada leases distribution plant to cable companies. In addition, the cable companies that currently use this service will have the option to purchase this plant. Many cable companies in Ontario and Quebec lease plant consisting mainly of cabling attached to Bell's support structures in order to transport their distribution signals. On 18 December 1996, the Canadian Cable Television Association requested that the Commission require Bell to offer its PSO clients the option to purchase this PSO plant. In January 1997, Bell agreed to this request and at the same time, proposed to withdraw from the provision of the PSO. Until withdrawal takes place, Bell proposed not to accept any requests for extensions to existing systems or applications for new systems. In doing so, the telephone company would destandardize the provision of the PSO. The Commission approves the destandardization as well as the withdrawal of Bell's PSO. The withdrawal will generally take place three years from the date of this order. Exceptions will be made in cases where, at such time, the initial 10-year lease terms of PSO agreements have not expired. This order provides details of the terms and conditions for the withdrawal and destandardization of the PSO. It also includes the Commission's preliminary view on the terms and conditions of the option to purchase Bell Canada's PSO plant.
