Please Note: Replacement of SOI with GoCM

Would it make your work more efficient and effective if you were able to:
- easily find a Standing Offer or Supply Arrangement?
- add frequently searched items to a 'shopping cart' to avoid having to re-search?
- electronically create a purchase order from items you've added to a 'shopping cart'?
- create, download or print reports on items selected for order by you or your department?

If you agree with any of the above statements be sure to visit http://gocm.gc.ca. The Government of Canada Marketplace (GoCM), launched in December 2006, is an on-line tool that provides employees easy access to standing offers, supply arrangements, and detailed line item information for an increasing number of goods and services.

The GoCM will soon be the government's single point of electronic acces to all standing offers, supply arrangements and their respective goods and services. You can use GoCM to:
- search for standing offers and supply arrangements;
- compare goods and services that are available at the line item level;
- create "shopping carts" which can be saved for reuse;
- create and print purchase orders; and
- run detailed reports on what was selected for order, by whom, for whom, and at what price.

All information available through the Standing Offer Index (SOI) is available through the GoCM. Visit the GoCM today! Please note that as of the Fall 2007 or early Winter the SOI will no longer be available to users.

Welcome to the Standing Offer Index!

As approved by the Cabinet and announced in Budget 2005, it will be mandatory for all departments and agencies to use PWGSC's Standing Offers, where they exist. Since many of the current Standing Offers may be specific to one Region or may have been negotiated some time ago, we have recently completed a review of the Standing Offers in place for a first Group of 10 commonly purchased goods and services, to ensure that they are useable and represent good value. You will find a summary of this policy and the list of these commodities under 'What's New Page'. Effective April 1, 2005, use of Standing Offers for these commodities will be mandatory when your department needs to purchase them.

The mandatory use of standing offers does not supercede other policy initiatives, such as the use of Government entities (CORCAN or CAC) for the delivery of certain goods or services, or Green Procurement and the Aboriginal Set-Aside Policy

Where possible, standing offers can be used to meet such initiatives.

Customer Manual Chapter 220 - Standing Offers and Supply Arrangements

The Customer Manual provides federal government buyers and materiel managers with information about PWGSC's purchasing-related services and the department's requisition processing from receipt and tender preparation to contract administration. It also includes links to relevant government documents which are identified in the Manual.

It contains the complete list of PWGSC generated Standing Offers.
