What is new/changed?

Commissioner's Directive 560 - Dynamic Security has been amended to ensure that staff understand the importance of observation and interaction with offenders, as well as the reporting of changed circumstances through observation reports and institutional debriefings.

Why was the policy changed?

This policy has been changed to expand the scope of dynamic security and offender behaviours. The policy more clearly defines the actions and process for all staff to follow when significant events occur. It is the responsibility of all staff who interact directly with offenders to enhance their knowledge-base of the offenders' activities and behaviours by increasing awareness of the factors that contribute to, or may compromise the safety and security of employees, offenders and the public.

The reporting and recording of information and observations of the offenders' activities and behaviours is critical to maintaining a safe environment. This information shall be recorded on the Officer's Statement/Observation Report (CSC/SCC 0875) to be shared with security and case management employees and others, as deemed necessary in relation to the nature of the information.

As a further reminder, employees who supervise the work of offenders were given an opportunity to participate in a back-to-basics awareness session before March 31, 2006. If you have any questions or concerns, please discuss them with your supervisor.
