Complaint Form

 Definition of Terms

Complaint means a complaint filed with the CITT under subsection 30.11(1) of the CITT Act.

Contracting authority
 
means the government institution administering the solicitation process ("procuring authority").

Designated contract
 
means a contract for the supply of goods or services that has been or is proposed to be awarded by a government institution and that is designated or of a class of contracts designated by the Regulations.

Filed
 
a complaint is filed on the day it is received complete by the CITT, i.e. it meets all the requirements of subsection 30.11(2) of the CITT Act.

Government institution
 
means any department or ministry of state of the Government of Canada or any other body or office that is designated by the Regulations.

Objection
 
means a complaint made to the contracting authority, including a request for relief.

Potential supplier
 
means a bidder or prospective bidder on a designated contract.

Procurement
 
means the acquisition by any means, including by purchase, rental, lease or conditional sale, of goods, services or construction.

Procurement process
 
begins after an entity has decided on its procurement requirement and continues through the contract award.

Requisitioning authority
 
means the government institution whose needs are being fulfilled through the solicitation process.
