Ms. Vincent has a vast experience in senior ranks of the public service in Quebec and in the federal government. She currently serves as Executive Vice-president at the Canadian International Development Agency. Prior to this, she was Associate Deputy Minister at the Department of Citizenship and Immigration, Associate Deputy Minister at the Department of Agriculture and Agri-Food and Assistant Deputy Minister at the Department of Industry. She exercised an important leadership at the national and international levels in trade, migration and development. She led the Canadian international trade centres and the creation of a network of services for Canadian exporters. She advised the Quebec Government on multilateral trade negotiations in agriculture during the Uruguay Round. At the Department of Agriculture and Agri-Food, she was responsible for international and interprovincial trade policies. She defended and promoted Canada’s trade interests under the North American Free Trade Agreement and various Canadian bilateral trade agreements and at the World Trade Organization. Diane Vincent has a Master’s degree in public administration from the John F. Kennedy School of Government, Harvard University (2003), and a Bachelor of Applied Sciences (bio-agronomy) from Laval University (1981). She is a recipient of the 2002 Canada-U.S. Fulbright Award. The Tribunal is an administrative tribunal operating within Canada’s trade remedy system. It is an independent quasi-judicial body that carries out its statutory responsibilities in an autonomous and impartial manner and reports to Parliament through the Minister of Finance.
