Foreign Race Inter-Track Betting Requirements
An association that proposes to conduct foreign race inter-track betting shall comply with Sections 94 to 99 of the Pari-Mutuel Supervision Regulations and also meet the following requirements:
Net Pool Pricing
- The calculation method must be capable of handling multiple currencies, site specific deductions, rounding to site-specific regulation (Canada to $0.05 as per Criminal Code S. 204 (6));
- The communications protocol must be ITSP 5.18 or higher; and
- Site-specific odds and prices must be displayed to the betting public.
Pari-Mutuel Rules
- Submit a copy of the pari-mutuel rules of the network host;
- Submit a summary of the differences between the network host's pari-mutuel rules and the Canadian Pari-Mutuel Rules.
Communications
- Submit a communications plan as to how Canadian bettors will be notified of the differences between the foreign rules and the Canadian rules;
- Submit a communications plan as to how Canadian bettors at the racetrack and theatre betting locations will be notified of changes or issues relating only to the Canadian sites (i.e. Information that is not posted on the foreign network host video display).
Merging Wagers
- Canadian sites are prohibited from initializing the transfer of wagers after the race has been completed;
- No wagers may be combined into a pari-mutuel pool if the host location failed to stop betting or if a guest location failed to receive the stop betting command;
- What are the policies of the network host site?
- How is compliance with this policy monitored and by whom? (Name, Position, Organization, contact information)
Exchange Rate
- Submit an explanation of the process by which the applicant intends to ensure, on a daily basis, that the correct foreign exchange rate is applied
Cancel Bet Delay
- Submit an explanation as to how the applicant intends to ensure, on an on-going basis, that no cancel bet delays are implemented on the entire network;
Pari-Mutuel Systems Test
- Date or proposed date on which the applicant has tested or intends to test the pari-mutuel system;
- Proposed date for regulatory testing
Foreign Race Inter-Track Betting
- Applicant must complete and submit a Foreign Race Inter-Track Betting form in its entirety.
Foreign Regulatory Body
- Submit the name, contact number and address of the regulatory body having statutory/regulatory authority over the pari-mutuel betting system of the network host;
- Submit written approval of the foreign regulator for the applicant to participate in that jurisdiction's pari-mutuel pools.
Network Pari-Mutuel Systems Reports
- The applicant must ensure that they are able to provide to an officer of the CPMA any requested pari-mutuel system reports from every system throughout the international network.
- Provide the position, name and contact information of the person responsible for providing these reports on request to an Agency Officer.
Financial/Statistical Data
- The applicant must be capable of transmitting network financial/statistical data to the CPMA in an acceptable format.
