Since October 1994, CSC has had a policy aimed at determining the needs and specific cultural characteristics of ethnocultural minority offenders. The policy stipulates, among other things, that racial harassment and discriminatory behaviour will not be tolerated. Placement of offenders will be determined solely on the basis of risk and the individual's needs, and not on the basis of race, culture, language and/or religion. Contribution made by ethnocultural communities is emphasized.
