Security Certificates

• Only foreign nationals and permanent residents may be subject to the security certificate process, and these individuals are free to leave Canada at any time.
• The security certificate process is a removal process, and, like any other country, Canada has the right to deny entry or to order the removal of persons who do not have the right to enter or remain in Canada.
• The Federal Court has determined that the security certificates regarding the three individuals detained at the Kingston Immigration Holding Centre are reasonable. It is the position of the Government of Canada that they pose a danger to national security or to public safety and must remain in detention until they are removed from Canada or until they choose to leave the country.
