The objective of this discussion document is to present estimates of the potential socio-economic impacts of fisheries management scenarios which could occur under a listing of two populations of Atlantic cod on Schedule 1 of the Species at Risk Act (SARA).  This report pertains to the two populations designated as endangered and threatened, respectively, by the Committee on the Status of Endangered Wildlife in Canada (COSEWIC):  the Newfoundland and Labrador population (2GH, 2J3KL, 3NO) and the Laurentian North population (4RS3Pn, 3Ps). It does not pertain to Maritimes (4TVn, 4VsW, 4X, 5ZEj,m) or Arctic (0A, 0B) populations. The scenarios presented in this document are a subset of a more comprehensive socio-economic impact analysis, available in a companion technical report.
