LABOUR MARKET DEVELOPMENT AGREEMENTS

Pursuant to Part II of the Employment Insurance EI Act, the Labour Market Development Agreements (LMDAs) are bilateral federal-provincial/territorial agreements.

The Government of Canada has concluded LMDAs with all provinces and territories. 

There are two LMDA models:

  1. 1) Under Co-managed LMDAs, HRSDC delivers Employment Benefits and Support Measures (EBSMs) but shares responsibility for the design, management and evaluation of these programs with provinces and territories. The following are all co-managed agreements:

    1. Canada-Newfoundland and Labrador
    2. Canada-Prince Edward Island
    3. Canada-British Columbia
    4. Canada-Yukon
    5. The Canada-Nova Scotia LMDA is a Strategic Partnership which is a variation of the co-management model.

  2. 2) Under Transfer LMDAs, provinces and territories assumed the responsibility for the design, delivery and management of their own programs that are similar to EBSMs.  These programs are also funded through EI Part II.  The following are all transfer agreements:

    1. Canada-New Brunswick
    2. Canada-Quebec
    3. Canada-Manitoba
    4. Canada-Saskatchewan
    5. Canada-Alberta
    6. Canada-Northwest Territories
    7. Canada-Nunavut
    8. Canada-Ontario
