Employment Equity

EFFECTIVE DATE: January 1, 2003


STATEMENT:

The CBC is committed to equity in employment and programming and in providing a workplace environment that treats all employees with respect and dignity. We must reflect the diversity of Canadian society in our workforce and on our airwaves and proactively manage special measures outlined in the Employment Equity Act.

APPLICATION:

This policy applies to all CBC employees.

DESCRIPTION:

The CBC promotes equity throughout the organization. When opportunities for employment or promotion occur the Corporation will give preference to qualified internal candidates. Where under-representation exists, preference will be given to equally qualified candidates who are members of the groups designated by the Employment Equity Act : women, aboriginal peoples, persons with disabilities and members of visible minority groups (the “designated groups”). When external candidates are being considered and where under-representation exists, qualified members of the designated groups will be given preference. To improve representation of designated groups, CBC will take corrective measures as necessary

RESPONSIBILITY:

Under the responsibility of the Senior Vice-President, Human Resources and Organization, the Employment Equity Office is responsible for the interpretation of this policy. All Line Managers are responsible for its application and for the achievement of identified hiring/promotion targets as per the CBC Employment Equity Plan, with ultimate accountability resting with the Senior Management of the Corporation.

PROCEDURES ON EMPLOYMENT EQUITY POLICY 2.2.2:

  1. As outlined in the Employment Equity Act and the CBC Employment Equity Plan, all Supervisors and Managers are responsible for the establishment and implementation of actions which will ensure representation of designated group members reflective of their market availability.
  2. Designated Groups are defined as women, aboriginal peoples, people with disabilities and members of visible minority groups.
  3. Supervisors and Managers must establish training and development opportunities to increase the number of qualified eligible candidates for promotion and transfer opportunities.
  4. External Recruitment processes must cast a wide net attracting qualified designated group members. All advertisements must contain the statement "The CBC is committed to equity in employment and programming".
  5. The hiring manager must maintain a record, which contains information on designated group member interviews and reasons for non-selection. Whenever appropriate, i.e. presence of designated group candidates, selection committees must have designated group representation. Upon hiring, an employee is given the opportunity to self identify by completing an Employment Equity Survey Form
