The Government of Canada is committed to the development and implementation of a Made-in-Canada plan for reducing greenhouse gases and ensuring clean air, water, land and energy for Canadians. The Made-in-Canada approach will be effective, realistic and focus on achieving sustained reductions in emissions in Canada while ensuring a strong economy. The Government will develop solutions that have clear environmental benefits to Canada and improve our ability to market new technologies around the world.

  • The fourth national communication, entitled Canada's Fourth National Report on Climate Change (4NR) (PDF format - 2 MB, HTML format under development), provides an update of Canada's current status and responses to climate change. The 4NR includes an overview of Canada's key policies and measures; a summary of Canada's national GHG inventory and projections of emissions to 2020; and an overview of the science, impacts (vulnerability assessment) and adaptation issues facing Canada in the future. The 4NR also describes Canada's national circumstances (which provides a national context for GHG emissions), financial contributions and technological transfer to developing countries, and public education and outreach programs.

  • The Initial Report (PDF format - 176 KB, HTML format under development) demonstrates that Canada has implemented the requirements for accounting for its emissions under the Kyoto Protocol and is taking the necessary steps to develop its capacity to account for assigned amount units via its national registry. The report is prepared pursuant to the requirements specified in Decision 13/CMP.1 (Modalities for the accounting of assigned amount under Article 7, paragraph 4 of the Kyoto Protocol).

    The report contains information to facilitate participation in the Kyoto Protocol, including a number of technical definitions, descriptions, calculations and decisions.
