The NLS has two funding streams. Through its federal-provincial/territorial funding stream, it sponsors projects which are directed to regional or local needs. Through its national funding stream, its supports projects in partnership with a variety of non-governmental and voluntary organizations, both literacy and non-literacy groups and business and labour organizations.

Broadly speaking, initiatives with these groups address an issue or concern of relevance to literacy in Canada from a national perspective. The NLS does not fund the provision of direct, on-going literacy services.

Through its partnership, the National Literacy Secretariat has funded over 7000 projects since 1988.
