Job Overview   
 
The Acacia and Connectivity Africa Initiative goals are to empower sub-Saharan communities with the capacity to apply information and communication technologies to their own social and economic development and to improve access to information and communication technologies in Africa, particularly in the sectors of education, health, agriculture and community development. This initiative is designed as an integrated program of research and development with demonstration projects that address issues of applications, technology, infrastructure, policy, and governance.
 
Based at the IDRC head office in Ottawa, Canada, the Program Manager directs the overall development and implementation of its strategic and operating plans and establishes contact with national and international agencies and governments to: develop new partnerships and strengthen existing ones; strengthen and increase fundraising and donor support; and to work towards the achievement of the CCA’s programmatic objectives.
 
Candidate Profile  
 
Education                         
  • PhD or a Masters degree with equivalent work experience and a record of research and publication in a discipline relevant to ICT’s in the context of international development
Experience
  • Ten years professional in-field experience in the use of Information and Communications Technology for Development
  • Experience in leading and managing multidisciplinary teams including diverse cultures, expertise and experiences
  • International work experience
Language
  • Bilingual Imperative position (English/French) at the following levels in the second Official Language: Oral Comprehension - C; Reading Comprehension - C; Oral Expression - C; Written Expression - B.

Knowledge

  • Extensive knowledge of the policies and programs of major international agencies related to CCA’s area of work
  • Knowledge of ICT’s issues in one or more of the regions targeted by the program
  • Knowledge of new and emerging technologies
  • Understanding of the working relationships with partners from the public and private sectors
  • Solid knowledge of the use of ICTs for group communication, especially in the area of process-related aspects of ICT use with special emphasis on connectivity and related telecommunications issue
  • Sound appreciation of the potential of and methods for promoting organisational change in support of development collaboration

  • Excellent interpersonal and verbal/written communication skills 
  • Strong planning, organization, coordination and negotiation skills under pressure
  • Ability to think and act in a strategic, innovative and creative manner
  • Ability to represent the Program’s and IDRC’s interests and activities effectively and persuasively at senior organizational and international levels
  • Ability to lead and manage a diverse, multidisciplinary, international team
  • Ability to analyze and synthesize complex multidimensional data and information 
  • Ability to attract, retain and grow a professional workforce
  • Ability to provide specialized advice and guidance to external contacts
  • Awareness of and sensitivity towards individual, gender and cultural differences
Additional Information
 
This position requires a willingness to travel internationally, an average of 60 days per year.
