Lobbying Regulations and Registration System Survey

Please be advised that the Lobbying Regulations and Registration System Survey is now closed. We thank all of those who have participated in this survey and provided their views.

The information gathered will guide the design and tailoring of the online registry of lobbyists.

The coming into force of the Lobbying Act will be announced once the regulations are finalized and the proper systems are in place for its implementation.

The current Lobbyists Registration Act provides for the public registration of lobbyists, individuals who are paid to communicate with public office holders about government decisions.  Lobbying is a legitimate activity and an important part of our democratic system. It is important that Canadians know who is lobbying public office holders, and in what context and that the registration system of lobbyists does not impede free and open access to government.

On December 12, 2006, the Federal Accountability Act, which amends the Lobbyists Registration Act (to be renamed the Lobbying Act) in a number of ways, received Royal Assent.

The purpose of this consultation is to ensure that Canadians have an opportunity to provide their opinion on regulatory as well as non-regulatory aspects of the lobbyists’ registration system.

Your participation in this survey will help the Treasury Board Secretariat (TBS) and the Office of Registrar of Lobbyists (ORL) to better understand your views on the registration system.  The information gathered will allow TBS to prepare amendments to the Lobbyists Registration Regulations in order to bring the Lobbying Act into force and will help guide the ORL in designing and tailoring the online registry to ensure maximum user friendliness.

This survey will take approximately 15 minutes to complete.

Please note that a separate consultation process is being conducted with registered lobbyists. If you are a registered lobbyist and have not received an invitation to participate in the registrants' survey, please contact Treasury Board Secretariat Enquiries at:
