Cumulative Impact Study of Commercial Fishing Licence Fees
In 1998, following a commitment at the National Council of Fisheries Ministers by the then Minister of Fisheries and Oceans Canada, David Anderson, a process to assess the impacts of federal user fees on the commercial harvesting industry’s gross revenues (Phase I) and net profits (Phase II) was undertaken. An industry advisory group was formed at the same time to comment on the study as it evolved. In March 1999, Gardner Pinfold and GS Gislason, the consultants commissioned to prepare the analysis, delivered the Cumulative Impact Study of Federal User Fees on the commercial Fishing Harvesting Sector to Fisheries and Oceans Canada.
The text of the report is presented in full. Following consideration of the Phase I study, and the results and comments from our industry advisory group and the provinces, the Department has decided not to proceed with Phase II of this study at this time. Fisheries and Oceans Canada is instead proceeding with an independent third party review by the firm GHK International, to address inequities in the commercial fishing licence fees identified by the Cumulative Impact study. This new study will examine the present licence fee structure and recommend options to DFO with the objective of maintaining a licence fee system that remains fair and equitable.
