The apprenticeship program is generally administered by provincial and territorial departments responsible for education, labour and training (under the direction of the provincial and territorial Director of Apprenticeship) with authority delegated from the legislation in each province and territory.

The Canadian Council of Directors of Apprenticeship (CCDA) is responsible for the management of the Interprovincial Standards Red Seal Program among other things. The CCDA is an organization regrouping each provincial/territorial director of apprenticeship and two Human Resources and Social Development Canada (HRSDC) representatives. The CCDA works with industry in the development of a skilled labour force, and in the facilitation of labour mobility throughout Canada. This is achieved by: developing, implementing and recognizing Red Seal occupations and credentials; promoting high standards in occupational training; fostering harmonization in training among jurisdictions; and increasing public awareness of apprenticeship training and certification.
