Release, for public comments, of a draft screening assessment report on non-pesticidal uses of six substances and a notice of intent to apply the Significant New Activity provisions of CEPA 1999 to these substances

On June 23rd, 2007 a notice with respect to the draft screening assessment report on the non-pesticidal uses of six substances (trifluralin, atrazine, chlorothalonil, chlorophacinone, methoxychlor and pentachlorophenol) and a notice of intent to apply the Significant New Activity (SNAc) provisions of the Canadian Environmental Protection Act, 1999 (CEPA 1999) to these substances were published in the Canada Gazette, Part I.

Draft screening assessment report

In Canada, trifluralin, atrazine, chlorothalonil, chlorophacinone, methoxychlor and pentachlorophenol are registered as active ingredients in pest control products under the Pest Control Products Act and have undergone ecological and human health assessments by the Pest Management Regulatory Agency (PMRA) as part of their registration process. Since the PMRA already performs ecological and human health assessment on the pesticidal uses of these substances as part of their registration process, Environment Canada and Health Canada’s approach to the screening assessment of registered pesticides on the Domestic Substances List is to conduct an entry and use characterization of these substances in Canada and then evaluate under CEPA 1999 any non-pesticidal releases and sources.

The draft screening assessment report and the notice of intent to apply the SNAc provisions of CEPA 1999 to these substances have been released for a 60-day public comment period. The public has between June 23rd, 2007 and August 22nd, 2007 to submit written observations to the Minister of the Environment.
