Vol. 138, No. 26 June 26, 2004 Regulations Amending Certain Regulations Made Under the Canada Post Corporation Act (Miscellaneous Program)Statutory authority Canada Post Corporation Act Sponsoring agency Canada Post Corporation REGULATORY IMPACT Description These amendments to the regulations are of a technical nature and are to come into force on the day on which they are registered. They do not reflect any substantive changes to the regulations made under the Canada Post Corporation Act, but rather correct minor errors in format, syntax, spelling or punctuation; update or clarify minor, non-substantive unclear passages; and revoke obsolete provisions that have no further application or effect. The following provides information relating to the regulatory proposals for the Miscellaneous Amendment Program: 1. Materials for the Use of the Blind Regulations clarify that the use of Xpresspost is free of charge if mailed to an address in Canada. The Material for the Use of the Blind Regulations do not apply to Xpresspost if destined for delivery outside of Canada. For international outbound materials, another product is listed in the Regulations. 2. International Letter-post Items Regulations remove the reference to a green CN22 label as being displayed in Schedule I of the Regulations. By removing an example of the customs label from the Regulations and only referring to it by form name will eliminate the risk of inconsistencies, since the form layout is changed regularly. This will also allow for format changes to be made on a timely basis. 3. Canadian Armed Forces Regulations remove the reference to a green label as being displayed in Schedule I of the International Letter-post Items Regulations. Same label as referred to in the above-cited International Letter-post Items Regulations. Consultation As requested by the Canada Post Corporation Act, these amendments are published for comments in the Canada Gazette, Part I, thereby initiating a formal 60-day period in which interested persons can make representations to the Minister responsible for the Canada Post Corporation, 555 Mackenzie Avenue, 7th Floor, Ottawa, Ontario K1A 0L5. Compliance and enforcement These Regulations are enforced by Canada Post under the Canada Post Corporation Act. No increase in the cost of enforcement is expected as a result of the proposed changes. Notice is hereby given, pursuant to subsection 20(1) of the Canada Post Corporation Act, that the Canada Post Corporation, pursuant to subsection 19(1) (see footnote a) of that Act, proposes to make the annexed Regulations Amending Certain Regulations Made Under the Canada Post Corporation Act (Miscellaneous Program). Interested persons may make representations with respect to the proposed Regulations within 60 days after the date of publication of this notice. All such representations must cite the Canada Gazette, Part I, and the date of publication of this notice, and be addressed to the Minister responsible for the Canada Post Corporation, 555 Mackenzie Avenue, 7th Floor, Ottawa, Ontario, K1A 0L5. CANADA POST CORPORATION REGULATIONS AMENDING CERTAIN REGULATIONS MADE UNDER THE CANADA POST CORPORATION ACT (MISCELLANEOUS PROGRAM) ARMED FORCES POSTAL REGULATIONS 1. Paragraph 9(1)(a) of the Armed Forces Postal Regulations (see footnote 1) is replaced by the following: (a) a completed green label referred to in paragraph 7.1(1)(a) of the International Letter-post Items Regulations; or MATERIALS FOR THE USE OF THE BLIND REGULATIONS 2. Subsection 7(5) of the Materials for the Use of the Blind Regulations (see footnote 2) is replaced by the following: (5) Every item of material for the use of the blind shall be accepted for registered mail or, in Canada, XpresspostTM mail at no charge.
