The following Info-Guide is a document designed to help you navigate through the different government programs, services and regulations that deal with exporting, and to identify those of interest to you. Although most of the questions will be answered in the Info-Guide, the list is by no means exhaustive. The selected items provide a helpful overview of programs, services and regulations relating to exporting. This blended product of both federal and provincial information is developed to answer a growing demand for strategic information by business people. Municipal and other non-government information could be included, depending on the content and region.  More information on these programs, services and regulations can be obtained through any of the following:

TRAINING AND EXPORT COUNSELLING

Forum for International Trade Training (FITT)

FITT is a national, non profit and professional organization, founded in 1992 by industry and government to develop international trade training programs and services, to establish country-wide standards and certification, and to ensure continuing professional development in the practice of international trade. FITT programs and services include:

  • Certified International Trade Professional (C.I.T.P.) is a designation which recognizes individuals' experience in international trade.  It is the highest level of professional accreditation available to international business and trade professionals.
  • The FITTskills (classroom and online) focuses on the practical aspects of international business, including logistics, trade finance, nation-by-nation marketing opportunities, market entry strategies and sound international management techniques.  FITTskills consists of eight courses that can be taken as a series or individually.  Successful completion of any four FITTskills courses provides participants with a FITT Certificate while completion of all eight courses provide a FITT Diploma which satisfies the educational requirements for the C.I.T.P.  Courses are readily available through the FITT Web site at http://www.fitt.ca/english/view.asp?x=1
  • The Going Global  workshops will introduce you to the basic knowledge you need to do business abroad.  You will learn to identify market opportunities, leverage your resources to secure financing and insurance services, and negotiate partnerships with foreign shippers and distributors.
  • EnterpriseFITT is international trade training individually tailored to meet the unique requirements of a business or organization.  Learning objectives are defined with the client based upon a careful needs analysis.
  • FITTservices is a series of six professional development workshops designed to address the export training needs of small and medium-sized service firms.

FITT programs are delivered through community colleges, universities, private organizations and online.

ExportUSA - International Trade Canada

ExportUSA consists of three programs:

  • New Exporters to Border States Program (NEBS) is a key export education tool offered by trade offices in the U.S. that target Canadian companies not yet exporting to the United States. NEBS provides companies with vital practical orientation by introducing them to the essentials of exporting as well as by giving them first-hand exposure to markets located in U.S. border states.
  • Exporters to the United States program (EXTUS) is a program similar to NEBS that serves Canadian companies already exporting to the U.S. border states. Formerly known as NEBS Plus, EXTUS focuses on expanding the markets of successful Canadian exporters to other regions of the United States.
  • Reverse NEBS is a program that serves Canadian companies not yet exporting to the United States by providing informative seminars in Canada on the essentials of exporting.

Canadian companies who wish to participate in any ExportUSA mission or seminar must agree to be entered into the Virtual Trade Commissioner - a commercial, confidential database of Canadian exporters and their capabilities.

Canadian Trade Commissioner Service (TCS)
International Trade Canada (ITCan)

Part of International Trade Canada, the Canadian Trade Commissioner Service is a network of more than 900 trade professionals working in Canadian embassies, high commissions and consulates located in 140 cities around the world and 12 regional offices across Canada.

  • Services abroad - Trade commissioners working our offices around the world help Canadian companies in the development of their international business, including investigating market prospects, identifying key contacts and providing relevant advice and market intelligence.
  • Services in Canada - Trade Commissioners working in regional offices provide practical advice on marketing strategies and up to date market and sector information to help smooth a Canadian company's path to doing business abroad.

Located in every province and territory, the Trade Commissioner Service offers four key services in its regional offices:

  • One-On-One Export Help: Implementation of your export strategy and export services that are available in Canada;
  • Market and Industry Information: Up-to-date foreign market information and intelligence to guide your export strategy and plans;
  • Advice in Export Financing: Valuable advice on export financing, including information on costs and risks of entering and expanding in foreign markets;

The Trade Commissioner Service offers six key services to Canadian companies through its offices abroad:

  • Market Prospect - Helps you assess your potential in your target market and provides advice on doing business in the market; indicates major barriers, regulations and certifications; notifies on upcoming events; and suggests next steps. Market reports are available for some sectors;
  • Key Contacts Search - Provides lists of qualified contacts in your target market. These sources have the local knowledge you need to refine and implement your market entry strategy;
  • Visit Information - Provides practical advice on timing and organizing your trip, including lists of local hotels, business support services, interpreters and translator, local transport providers, and more;
  • Face-to-face Briefing - Officers can meet with you personally to discuss the most recent developments in your target market and your future needs. Simply notify the office of your visit at least two weeks before your departure;
  • Local Company Information - Provides information on local market organizations or companies you have identified;

Agri-Food Trade Service (ATS)   - Agriculture and Agri-food Canada

The Agri-Food Trade Service provides centralized access to market information, trade counselling and export support activities, which will take the exporter from initial enquiry to foreign market.

EXPORT FINANCING

Export Development Canada

Export Development Canada (EDC) has assembled a team of specialists to work with smaller exporters. EDC offers a range of products and services to exporters, including:

  • risk management;
  • working capital;
  • accounts receivable insurance;
  • buyer financing;
  • bonding and guarantees; and
  • online services.

International Prime Contractor Service - Canadian Commercial Corporation
CCC's role in a transaction is as a prime contractor, which provides a foreign buyer with the assurance, backed by the Government of Canada, that a contract signed through CCC will be performed according to its terms. This, in turn, means that an exporter contracting through CCC with a foreign buyer, can usually do so on more advantageous terms than would otherwise be the case. These terms can reduce the risks of a transaction for the exporter, and can range from better payment terms, to a reduction in requirements for bid and performance bonds. CCC's participation can also often facilitate an exporter's access to financing.

Any Canadian company that produces a good or service and wants to export can approach CCC for its contracting assistance. CCC helps firms of all sizes from a wide variety of industry sectors.

Business Development Program - BDP (ACOA)
ACOA can finance up to 75% of the costs of developing a marketing plan and of hiring a marketing manager to implement the plan over a three-year period. Other eligible activities include designing new labels and packaging, promotional materials, advertising, product demonstrations and participation at trade shows. Export-related activities can also be financed through provisionally repayable loans.

NORTHSTAR Trade Finance Inc.
NORTHSTAR Trade Finance Inc. supports small and medium sized Canadian exporters by offering financing to creditworthy foreign buyers of eligible Canadian goods and services. NORTHSTAR complements Export Development Canada (EDC's) export financing services by financing export sales of between $100 000 and $5 million, with repayment terms of one to five years.

Capital Acquisition Support Program - Prince Edward Island Business Development
The Capital Acquisition Support Program is designed to assist Prince Edward Island businesses acquire the infrastructure needed to develop from start-up through to international exporting.  Through this program, business and government work together, with government providing financial assistance at those times when the business is most exposed to financial risk such as during the start-up period and during expansion of product lines or production of new products.

Eligible applicants to this program are manufacturers, processors, or providers of exportable services. Applicants must be sole proprietorships, partnerships, cooperatives or limited liability companies with well-developed business and marketing plans.  Eligible projects for capital contributions cannot exceed $40,000 in eligible capital costs.    Applications must be submitted before any financial or legal commitment has been made on the project.

Marketing Support Program - PEIBD - Prince Edward Island Business Development
The Marketing Support Program provides financial assistance to Prince Edward Island businesses for marketing costs from start-up through to international exporting.  Through this program, government will provide assistance to business to implement its marketing plan in the areas of research, market investigation, advertising and promotion.

Applicants engaged in retailing and services (to business or consumers) are ineligible for assistance. Eligible applicants to this program are manufacturers, processors and providers of exportable services. Applicants must be sole proprietorships, partnerships, cooperatives or limited liability companies with well-developed business and marketing plans.  Eligible projects for marketing assistance must not exceed $40,000 in eligible project costs.  Each business will be allowed up to two applications per calendar year totalling $40,000.

Quality Improvement Support Program - Prince Edward Island Business Development
The Quality Improvement Support Program enables Island companies to enhance their capabilities, to pursue trade and export opportunities to improve their competitiveness in a global marketplace.

This program provides financial assistance to Prince Edward Island businesses to acquire the professional expertise that will provide quality assurance documentation, auditing, registration / certification leading to the creation or enhancement of a Quality Improvement Program or a certified Quality Education Program for management and employees.  Through this program, Prince Edward Island Business Development encourages eligible Prince Edward Island manufacturers, processors and providers of exportable services to undertake quality initiatives while offsetting some of the costs with developing and implementing excellent improvement programs.

The objective of the 1-888-811-1119 Export Information Service is to connect Team Canada Inc clients to the full range of government export programs, services and expertise. The 1-888 service is delivered by the 13 Canada Business service centres across Canada on behalf of Team Canada Inc. Each call to the 1-888 line is automatically routed to the client's local service centre and answered by a trained information officer. A partnership between International Trade Canada and Industry Canada, the International Business Opportunities Centre (IBOC) matches business leads identified by Canadian Trade Commissioners abroad with the interests of capable Canadian firms, particularly small and medium-sized enterprises.

ATA Carnet  -  Canadian Chamber of Commerce
The ATA Carnet is an international, unified customs document, which under a series of customs conventions, simplifies customs procedures for the temporary duty free admission of three main categories of goods traded internationally:

  • commercial samples;
  • goods for presentation or use at trade fairs, shows, exhibitions or similar events;
  • professional equipment.

The Canadian Chamber of Commerce is the official issuing agent of ATA Carnets in Canada.

Canadian Company Capabilities - Industry Canada (IC)

Canadian Company Capabilities (CCC) is an online database which profiles approximately 50 000 Canadian companies. It offers free registration to Canadian companies and is available globally through Strategis, Industry Canada's Web site. This database contains vital company information that can be searched to locate Canadian suppliers and distribution channels, to determine competition, to form partnerships and to uncover export ventures.

Registration to CCC is voluntary and free of charge. Companies are encouraged to register electronically through the Internet at  http://strategis.gc.ca/sc_coinf/ccc/engdoc/homepage.html.

TRADE INFORMATION PRODUCTS - Statistical Products

Trade Data and Statistics - Statistics Canada
Statistics Canada maintains records related to sales, inventories and operating data for retail and wholesale businesses and the number and value of new motor vehicles sold in Canada. Statistics Canada also maintains detailed trade data by commodity or industry and records related to exports and imports on a customs basis.

Trade Data Online - Industry Canada  
Trade Data Online provides detailed information on Canadian and U.S. imports, exports and trade balances - in terms of dollars or percentages -  with 200 countries for over 5,000 commodities (by HS codes) for the latest ten complete years and the current year to date. Monthly details are also available for the last two years. In a separate module, information is available on the imports, exports, trade balances, manufacturing shipments, apparent domestic markets and export intensities of Canadian industries (by North American Industry Classification System and Standard Industrial Classification codes).

TradeMap Canada - Team Canada Inc.
TradeMap Canada is an innovative tool created by the International Trade Centre in Geneva to allow exporters and trade professionals to easily access key international trade data. Team Canada Inc is pleased to provide this service for free to Canadians through a registration on Exportsource.ca. TradeMap provides online access to the world's largest trade database and presents indicators on export performance, international demand, alternative markets, and the role of competitors from both the product and country perspective.

REGULATIONS

Business Number - Importer/Exporter Account Number - Canada Border Services Agency and Canada Revenue Agency
All Canadian individuals or businesses exporting on a commercial basis must obtain a business number in order to account for their goods. The Canada Revenue Agency uses this number to identify a business and to process Customs accounting documents. Application forms are available from all Canada Revenue Agency offices that clear commercial shipments, and from Business Window sites, where you may also submit completed forms.

Border Information Service (BIS) - Canada Border Services Agency
BIS is an automated telephone service providing information on customs-related topics such as:

  • personal importing;
  • travellers' exemptions;
  • commercial importing and exporting;
  • currency exchange rates;
  • postal importing and refunds;
  • CANPASS;
  • Free Trade Agreements (North American, Israel, and Chile);
  • customs news and current events specific to each calling area.

Reporting of Exports - Canada Border Services Agency (CBSA)
Exporters must report to CBSA on goods they export out of Canada. Any Canadian shipment exported directly to a non-U.S. destination, as well as those that are shipped in transit through the U.S. destined for a third country, must be reported. Unless the goods are controlled, prohibited or regulated, exporters do not have to declare the following:

  • a shipment of goods valued at less than CAN $2,000;
  • a shipment of goods destined for domestic consumption in the United States, Puerto Rico or the U.S. Virgin Islands;
  • a foreign shipment passing through Canada destined for a third country.

All controlled, prohibited and regulated goods require permits, certificates or licenses that must be presented before exportation of these goods. Such goods, when destined for consumption in a country other than the United States, must also be accompanied by Form B13A, Export Declaration, regardless of the value of the goods. It is the exporter's responsibility to find out if the goods he wishes to export are controlled, prohibited or regulated.

The Canada Border Services Agency and Statistics Canada have jointly developed the Canadian Automated Export Declaration (CAED), a Windows-based software application designed to offer flexibility and convenience, to streamline the export reporting process and to reduce the export reporting problems of under coverage, duplication and paper burden. It provides exporters or their agents the ability to transmit completed Export Declarations directly to the Federal Government of Canada via the Internet. Exporters who do not use the CAED must report their exports by completing form B13A Export Declaration,which is available in PDF format at the Web site  http://www.cbsa-asfc.gc.ca/E/pbg/cf/b13a/

Exports of Prohibited and Controlled Goods - Canada Border Services Agency
Some government departments prohibit certain goods from entering or leaving Canada. Certain other goods are controlled, meaning that permits, certificates, labeling or authorizations from a federal department are needed before the goods can be released by CBSA, which holds them until the importer or exporter meets all the requirements.

Export and Import Permits Act - Export Permits - ITCan

Export Permits are required when the destination is a country on the Area Control List or when the goods are on the Export Control List. The Export Controls Division of the International Trade Canada (ITCan) provides assistance to exporters in determining if export permits are required and publishes brochures and Notices to Exporters that are freely available on request.

The Administrative Monetary Penalty System (AMPS) - Canada Border Services Agency
The Administrative Monetary Penalty System (AMPS) is a civil penalty regime that will secure compliance with Customs legislation through the application of monetary penalties. The AMPS became effective October 7, 2002. The purpose of AMPS is to encourage traders (importers, exporters and service providers) to comply with Canada's laws governing the importation and exportation of goods.
