Summary of Changes – Program Guide for Students and Fellows 2007

NSERC has revised its 2007 edition of the Program Guide for Students and Fellows. A summary of the most significant changes appears below.

This summary is meant only to help you focus on the main changes. Please read the program descriptions that are relevant to you and the appropriate instructions to review all the changes.

Note: All changes listed below are effective as of August 17, 2007, unless specified otherwise.

UNDERGRADUATE
Industrial USRA (Industrial Undergraduate Student Research Award) Effective September 2007, not-for-profit, non-governmental organizations can apply for eligibility to participate.
Maximum awards per organization have been changed from 10 to 15.
Awards may be held during co-op placements.
* NRINT (Northern Research Internships) Clarified the “Notification of award and transfer of funds” section.

Added criteria to “Final Report”, which should:

  • Not be a technical report; and
  • Not exceed five pages in total.
Clarified what constitutes eligible and ineligible travel expenses.
USRA (Undergraduate Student Research Awards) Removed the bullet “Under exceptional circumstances, NSERC may consider awards for periods of less than 16 weeks on a full-time basis.”
UNDERGRADUATE SUPPLEMENTS
EC (Environment Canada Atmospheric and Meteorological Supplements) A copy of the applicant’s NSERC USRA letter of award has been added as a necessary document of application.
POSTGRADUATE
CGS and PGS (Canadian Graduate Scholarships and NSERC Postgraduate Scholarships)

Specified eligibility for applying to a CGS M/PGS M:

  • You must not have previously taken up an NSERC PGS A, PGS M, IPS 1, or a CGS M for the program of study to which you are currently applying for funding.

A new section has been added “Where can you hold your scholarship?”:

  • You may take up your PGS M or PGS D at any eligible Canadian university. You may also take it up at any eligible foreign university, provided you have received a previous degree in the natural sciences or engineering from a Canadian university.
The Engineering selection committee has been replaced by the Engineering A and Engineering B selection committees.
The university is responsible for notifying you if your application is not forwarded to NSERC.
IIS (Industrial Innovation Scholarships) In 2006 the Industrial Innovation Scholarships (IIS) Program was created via a partnership between NSERC and the Fonds québécois de la recherche sur la nature et les technologies (FQRNT). It has the same objectives as the Industrial Postgraduate Scholarship Program (IPS), but applies only to students registered at Quebec universities and working with an industrial sponsor in Quebec. This year, the joint program description was removed from the IPS program description; instead, the IIS has its own program description.
IPS (Industrial Postgraduate Scholarships) Scholarship support for graduate studies through NSERC is limited to a lifetime maximum of four years full-time equivalent. NSERC will include any graduate-level support offered by SSHRC and CIHR, and taken up, in the calculation of available support. See section “Maximum total duration of scholarship support” for full details.
To be eligible for an IPS 1, you must not have held a previous IPS 1, PGS A, CGS M or PGS M award.
The NSERC/MITACS Scholarships program, which falls under the Industrial Postgraduate Scholarships, has its own program description.
In section “How to apply?” NSERC will request that an academic co-supervisor be named in situations where the faculty supervisor has a personal or financial involvement with the company.

POSTGRADUATE SUPPLEMENTS
Advanced Foods and Materials Network Supplement The supplement is no longer available.
CFS (Canadian Forest Service Supplement) The supplement is no longer available.
CPRC (Canadian Poultry Research Council Postgraduate Scholarship Supplement) The duration of awards has changed: one year for master’s students and up to two years for doctoral students.

To be considered for this supplement, you must submit the additional following documents to the CPRC:

  • a two-page (12-point font) résumé describing your career goals and academic and extracurricular activities that support your interests in poultry research; and
  • a statement of endorsement from your research supervisor describing why you are particularly suitable for this award.
iCORE: Graduate Scholarship Supplements

The program contacts for the supplement have changed as follows:

  • Students enrolled in departments of computer science or electrical and computer engineering at an Alberta university should contact their department graduate student coordinator for an application.
  • Students at an Alberta university who are not in the two aforementioned departments but who are supervised by an iCORE Chair, iCORE Professor or iCORE Industry Chair should contact their supervisor for an application.
POSTDOCTORAL
IRDF (Industrial R&D Fellowships) Effective September 2007, not-for-profit, non-governmental organizations can apply for eligibility to participate.

You are not eligible if:

  • you are currently, or were previously, employed for more than six months in an R&D position in Canadian industry after receipt of your doctoral degree.
NRINT* (Northern Research Internships) See Undergraduate section of the Summary of Changes.
UFA (University Faculty Awards) The 2008 UFA competition will be the final one, as NSERC is developing new programs aimed at addressing the under-representation of women and Aboriginals in the natural sciences and engineering.
In its nomination package, the university must include a summary sheet that will briefly outline the core information in the rationale for the nomination. The nominating university should contact the NSERC UFA Program Officer in order to obtain an electronic copy of this document.
VF (Visiting Fellowships in Canadian Government Laboratories)

VF – HC (Visiting Fellowships in Canadian Government Laboratories – Health Canada)

VF – NRC (Visiting Fellowships in Canadian Government Laboratories – National Research Council)

The National Research Council Canada has withdrawn from NSERC’s Visiting Fellowships in Canadian Government Laboratories program. Commitments will be honoured until July 31, 2008.

ATIP (The Access to Information Act and the Privacy Act)

In section “Use and Disclosure of Personal Information Provided to NSERC”:

  • Updated paragraph concerning gender, linguistic capability, disabilities, visible minority and identification as Aboriginal.
Eligibility Criteria

Organization eligibility:

  • Effective September 2007, not-for-profit, non-governmental organizations are eligible to participate in the Industrial R&D Fellowships and Industrial Undergraduate Student Research Awards programs. All eligibility criteria apply, except the requirement to operate on a for-profit basis.
  • The eligibility criteria for organizations seeking approval to participate in NSERC’s Scholarship and Fellowship programs has been simplified and placed in a table format.
  • The organization must not have been barred from participating in NSERC, SSHRC, CIHR or any other research funding organization programs for reasons of breach of standards of ethics or integrity (financial or scientific misconduct).

Students and fellows eligibility:

  • To be eligible for any scholarship or fellowship program, you must not have been barred from applying to NSERC, SSHRC, CIHR or any other research funding organization, for reasons of breach of standards of ethics or integrity (financial or scientific misconduct).
FORMS
Common to all forms The signature section of the form refers the applicant to the “What does my signature on the application mean.”

What signatures mean:

  • Additional bullet reads: acknowledges and accepts that NSERC reserves the right to follow-up with the applicant to validate information that is provided in applications.
To be eligible for any scholarship or fellowship program, you must not have been barred from applying to NSERC, SSHRC, CIHR or any other research funding organization, for reasons of breach of ethics standards or integrity (financial or scientific misconduct).
Form 183B (Application for Eligibility of Organizations to Participate in NSERC’s IRDF, IPS and Industrial USRA Programs): Instructions Extensively explained and qualified the Eligibility Criteria for Organizations seeking approval to participate in NSERC’s Scholarship and Fellowship programs.
A description of your organization’s R&D and/or production facilities is required along with the detailed description of your organization’s R&D programs and a brief statement of your organization’s objectives.
Original signatures are required when submitting this form.
Form 183C (Nomination for an IRDF Fellowship): Instructions Expanded the meaning of the signature of an authorized representative of the organization to include “confirms the validity of, the content of the application.”
Form 200 (Application for an NSERC Scholarship or Fellowship): Form and Instructions

In the “Academic Background” section:

  • The section can now accommodate up to six past degree programs.
  • Applicants should include programs if they are currently enrolled in a fall program, in the year of application. However, they should not include programs that they have not yet started.
  • For degree programs you have completed, provide the date on which all requirements of the degree were met (not the convocation date). This includes your thesis defence, corrections, and deposition of thesis.
Applicants are asked to provide two research subject codes, representing their research, using two different lists.

Appendix 3:

  • Updated the information about the use and disclosure of personal information provided to NSERC, specifically concerning gender, designated groups and language capability.
  • In the “Consent from the Applicant” section, removed the British Chevening Athlone-Vanier Engineering Fellowships Supplement.
Form 202 (Application for an Undergraduate Student Research Award): Form and Instructions Organizations should be prepared to continue to employ any students whose applications are not approved by NSERC.
