Notice No. DGRB-005-07 — Modifications to Radiocommunication Information Circular 39 (RIC-39)

Notice is hereby given that Industry Canada is releasing the following document for public comment : 

Radiocommunication Information Circular 39 - Technical Requirements for the Operation of Mobile Stations in the Aeronautical Service (RIC-39)

Section 34.1 of the Radiocommunication Regulations, states that a person shall operate any radio apparatus on board an aircraft in the aeronautical service in accordance with the Technical Requirements for the Operation of Mobile Stations in the Aeronautical Service. In response to modifications to power restrictions and certain radio frequencies allocated to the aeronautical service, the Department is proposing changes to the technical requirements. These changes are mainly reflected in Section 7 and the schedules. The proposed changes are indicated in redline and strikeout.

As part of a reclassification of regulation-type documents, be advised that RIC-39 will be reissued as Regulation by Reference 1 (RBR-1).

General Information:

Targeted stakeholder pre-consultations have been carried out with government agencies and aeronautical industry organizations.

Interested parties should submit their comments within 60 days of the date of publication of this notice. Based on the comments received, the Department will modify the technical requirements and post the revised requirements on the Spectrum Management and Telecommunications website.

Submitting Comments

Respondents are requested to provide their comments in electronic format (WordPerfect, Microsoft Word, Adobe PDF or ASCII TXT) to the following e-mail address: DOS@ic.gc.ca, along with a note specifying the software, version number and operating system used.

Written submissions should be addressed to the Directorate of Operational Services, Industry Canada, 300 Slater Street, Ottawa, Ontario, K1A 0C8.

All submissions should cite the Canada Gazette, Part I, the publication date, title, and notice reference number (DGRB-005-07).
