Core Competencies

Competency-based Management was formally launched at Environment Canada in May of 2005. Since then, five core competencies have been identified. Regardless This image of a three-dimensional pyramid on a circle-shaped floor provides a visual illustration of how Core Competencies, Functional Competencies & Work-Specific Competencies fit together. The base, being Core Competencies, stands on Values & Ethics, represented as the circular floor. Behavioural descriptors are seen as being present throughout.of occupation (job titles), these core competencies are the skills and behaviours that all employees need to successfully perform their work.

That means the same five competencies (varying only in terms of proficiency level) will be found in every competency profile at EC. They are the foundation of competency profiles for all occupations within the department.

Click on any of the five core competencies below for a detailed description and behavioural indicators at each level. The levels are a proficiency scale that indicates the full range of expression of the competency. Keep in mind that each competency scale is cumulative which means that, although behaviours from lower levels are not repeated at higher level, they nonetheless apply.
