International Agreements

Health Canada is involved internationally through a number of bilateral and multilateral agreements and arrangements. Such agreements may be legally binding or not depending on their nature.

International agreements are frequently described as "treaties" concluded by two or more states or other entities with international personality (such as international organizations), if the agreements are intended to have international legal effect. Other terms used to describe bilateral or multilateral international agreements include convention, agreement, pact, accord, protocol, final act, general act, and declaration.

Other forms of international agreements include letters of agreement, letters of intent, various types of memoranda and mutual recognition agreements. These are generally bilateral or multilateral agreements between government organizations, government and non-government organizations, and non-government organizations, in different states with the purpose or intent to achieve defined objectives. Mutual recognition agreements are generally concluded to establish the conditions under which professional services licensed/registered to practice in a domestic jurisdiction have their qualifications recognized in another jurisdiction that is a party to the agreement.
