CPSA realignment provides stronger support for clients and partners


The Canada Public Service Agency has reorganized to strengthen our capacity to deliver on our priorities in a more integrated manner.

While the mandate of the Agency is not changing, this organizational realignment allows us to integrate our functions in a way that provides better support to departments, managers and the human resources community as well as our own employees.

Senior management and sector changes

Rick Burton plans to retire in early 2008 after 42 years of dedicated service to Canadians. While he will continue as Vice-President, Human Resources Management Modernization, until his retirement, he will focus his efforts on reducing the reporting burden for departments and on the regional initiative to support managers with HR Modernization.

In addition, Catherine MacQuarrie (formerly Vice President for Values and Ethics) is on education leave, pursuing her Master of Arts in Public Administration at the University of Ottawa. She has been with the Agency since its creation in 2003 and has earned a well-deserved international reputation in the field of ethics.

Mitch Bloom, Gilles Carpentier and Cecilia Muir were successful in the recent generic Assistant Deputy Minister competitive process and are taking on new leadership roles within the Agency.

  • Karen Ellis will head a new sector as Senior Vice-President of Workforce and Workplace Renewal, which will focus on programs, policies and values that shape the working environment in the Public Service. This new sector will bring together Employment Policies, Values and Ethics, Official Languages, Diversity, Functional Communities and Integrated HR Planning. It will advance PS renewal in helping our clients build and sustain a well-managed, dynamic and engaged workforce that is representative of Canada’s diverse population and that serves Canadians in our two official languages. This new structure is effective October 15, 2007.
  • Cecilia Muir will lead a new sector as Vice-President of Public Service Renewal Task Force and Modernization. She will be responsible for bringing together our continuing work to advance HR Modernization with PS renewal strategies and future agenda setting. This change is effective December 1, 2007. In the meantime, she will work closely with Richard Burton to ensure a smooth transition.
  • Gilles Carpentier becomes Vice-President of a new sector, Strategic Infrastructure, Organization and Classification and fulfils as well the role of Chief Information Officer (CIO) for the Agency. This sector will be organized to support Public Service renewal through the creation of an enabling infrastructure and our continuing classification modernization efforts. It brings together Business Process Engineering, Information Management, IT Business Solutions, and Organization and Classification. This change is effective October 15, 2007.
  • Denise Amyot, as Senior Vice-President of Leadership and Talent Management, leads executive management policy, including EX (executive) compensation, learning policy, leadership development programs and strategies, awards and recognition, Interchange Canada and the ADM Secretariat. The sector is the focal point to coordinate all leadership development programs in the Public Service. Talent management and branding the Public Service will be an integral part of the sector’s mandate.
  • Joan Atkinson, Visiting Assistant Deputy Minister, will continue to provide strategic advice to deputy heads and support to the Assistant Deputy Minister community.
  • To reflect our strategic approach, a new sector is created under the leadership of Mitch Bloom as Vice-President of Strategic Policy, Planning and Research. This sector is responsible for ensuring a unified voice for the Agency within the Public Service by guiding the overall direction and coordination of our work. The new sector brings together research and knowledge management as the foundation for evidence-based policy making throughout the Agency. It will integrate our internal planning and look for opportunities to enhance our collective performance while aligning our Management Accountability Framework (MAF) activities. This change is effective October 15, 2007, with the MAF team joining December 1, 2007.
  • Under Raymond Crête’s leadership, Human Resources Management and Administrative Services will continue to support managers and employees in the Agency to make ours a model workforce and workplace.
  • Finance and Audit continues to support the Agency’s overall financial integrity. The senior director position is currently being staffed.
  • Anne Duguay will lead a strengthened Communications Branch to support and integrate the Agency’s overall communications strategy. The branch will bring together all of the Agency’s communications, marketing, outreach and promotion activities. It is responsible for developing and sustaining a unified web presence, offering our clients and partners the tools and information they need to achieve their people management goals

In announcing the changes, CPSA President Nicole Jauvin commented that she and Monique Boudrias, Executive Vice-President, were counting on employees to help make the Agency a model of excellence in people management.
