Implementation of Section 41 of the
Official Languages Act

Program for the integration of Both Official Languages in the Administration of Justice (POLAJ)

Program for the Integration of Both Official Languages in the Administration of Justice (POLAJ)

OBJECTIVE: Create and improve tools, i.e. to standardize French common law terminology.

PRINCIPAL MEASURES

OUTPUTS 2002-2003

  • Continue activities to standardize French common law terminology, and more specifically the law of trusts and the law of torts.
  • These activities have slowed down as a result of reductions in resources.

OBJECTIVE: To provide training for French-speaking lawyers.

PRINCIPAL MEASURES

OUTPUTS 2002-2003

  • Develop and deliver courses focusing on language rights for lawyers in the provinces where there is an association of French-speaking lawyers.
  • Training is provided for French-speaking lawyers through mini-conferences in western Canada.
  • To develop outreach tools.
  • The tools are developed by the lawyers' associations, which make them available on their Websites and on the POLAJ site (www.pajlo.org).

OBJECTIVE: To promote coordination and rationalization both within and outside POLAJ, and in particular to promote coordination among the various players in order to optimize use of POLAJ's resources, know-how and expertise.

PRINCIPAL MEASURES

OUTPUTS 2002-2003

  • Develop an integrated strategic approach among the various participants in the POLAJ network.
  • The Department provided financial support for the Fédération des associations de juristes d'expression française strategic planning meeting in October 2002.
  • The POLAJ steering committee met in October 2002. The Fédération des communautés francophones et acadienne (FCFA) has joined the committee. FCFA's involvement in the POLAJ helps to implement a concerted approach to access to justice in both official languages.

OBJECTIVE: To raise awareness among members of the communities and among the provincial and territorial governments and the various clienteles regarding the integration of both official languages in the administration of justice in general, and more specifically regarding the role of the associations of French-speaking lawyers.

PRINCIPAL MEASURES

OUTPUTS 2002-2003

  • Renew the funding given to the associations of lawyers and their umbrella Federation for the next two years.
  • Develop and implement a new funding and management formula that includes the participation of the associations of lawyers and the Federation in decisions regarding the funding of projects submitted by those organizations.

The associations of lawyers and the national Federation have received funding for various projects a list of which can be found in Annex B.

  • (See Annex B for projects description).
  • With the agreement of the Federation, the Department has proceeded to examine the projects alone this year since there have been some delays in the process.
