Overview of Human Resources Management Modernization Branch
The Agency was established to modernize human resources management across the
government so that delivers quality services to Canadians. In order to support
this goal, the Human Resources Management Modernization Branch was established
to provide guidance and direction to departments and agencies in implementing
the various modernization programs. Essentially, the vision for the Branch
is one of putting the right people in the right jobs at the right time and in
the right working environmental across the public service.
Its main responsibilities include: overseeing the implementation of the
Public Service Modernization Act; leading the process of classification
modernization; helping to re-build HR capacity across government; providing
guidance for improving HR business processes, planning, systems and reporting
frameworks; implementing HR modernization change management and communication
strategies; as well as overseeing departmental reporting on HR modernization.
Human Resources Management Modernization initiatives
The Public Service Modernization Act (PSMA) fully came into
effect on January 1, 2005, making major changes to the human resource management
structure of the public service. Deputy heads and managers now have more
flexibility in hiring, supporting and managing their people, along with
strengthened accountability based on transparency, fairness and respect.
Employees at all levels will have access to a more comprehensive, career-long
approach to learning and professional development. As well, programs are in
place to foster more collaborative labour-management relations, with both
management and labour working together to create a mature, healthy and
productive workplace.
Classification Modernization The government’s framework for human
resources modernization sets out a new equation for reform of the classification
system, one that integrates classification with the broader goals of management
modernization, so that we can get the right people in the right jobs - faster.
Classification modernization is about getting the jobs right. The program
will ensure that jobs are aligned with business realities, the needs of managers
and the expectations of employees.
The HR element of the Internal Services Modernization Program is an
important effort to improve the way these services are delivered. Using
common business processes supported by a single integrated system, it is the
catalyst needed for real operational and service delivery change. Shared
services and systems for HR is expected to deliver transformative and strategic
benefits, such as enabling the HR professional to spend less time providing
basic transactional services and more time engaging in the business of
government, as both a strategic and operational business partner.
